Frey <br /> Manager Director, Solid Waste Disposal District, Indian River County <br /> 1325 74th Avenue Southwest <br /> Vero Beach, Florida 32968 <br /> Subject: Proposal to Install and Monitor Upgradient Plume Monitoring Wells at the South <br /> Gifford Road Landfill and Prepare Biennial Reports for Four Closed Landfills in <br /> Indian River County <br /> Dear Mr. Frey: <br /> GeoSyntec Consultants (GeoSyntec) has prepared this proposal to address two <br /> separate work scopes required by Indian River County by the Florida Department of <br /> Environmental Protection (FDEP) . These scopes are : (i) expand the plume monitoring <br /> network upgradient of the landfill to monitor the movement and degradation of the plume <br /> north of South Gifford Road Landfill ; and (ii) prepare biennial reports for the Wabasso , <br /> Oslo , South Winter Beach, and Roseland Landfills . GeoSyntec submitted a work plan to <br /> FDEP on 6 February 2003 in response to the FDEP ' s 6 January 2003 letter that requested <br /> confirmation of the direct push investigation results to address the area of contaminated <br /> groundwater north of the South Gifford Road Landfill . We have developed a task-based <br /> approach to accomplish this work in an organized and cost-effective manner. The <br /> remainder of this letter provides a description of the proposed scope of work, a discussion <br /> of the schedule, and a budget estimate to accomplish the work described herein. <br /> PROPOSED SCOPE OF WORK <br /> Overview of Off-Site Assessment <br /> GeoSyntec conducted an off-site assessment in August- September 2001 to supplement <br /> the information obtained during the source assessment performed at the site in 2000 . The <br /> results were presented in the Technical Memorandum Presenting the Off-Site Assessment <br /> Results submitted to FDEP in January 2002 . The objectives of the off-site assessment field <br /> activities at the site were to delineate the horizontal and vertical extent of the dissolved <br /> volatile organic compound (VOC) plume upgradient and downgradient of the VOC source <br /> area at the South Gifford Road Landfill . Following delineation of the plume downgradient <br /> of the landfill, the existing monitoring well system was modified to monitor movement and <br /> XR03035/R030082 .DOC <br /> `� RECYCLED AND RECYCLABLE <br />
