GEOSYNTEC CONSULTANTS
Mr. Michael L. Frey
9 April 2003
Page 2
degradation of the plume ; however, no wells have been constructed upgradient of the VOC
source area to monitor movement and degradation of the plume in this area.
The off.-site assessment results indicated that the VOC plume is present upgradient of
the source area for at least 500 ft. The presence of the VOCs upgradient of the source area
may be attributed to several factors , including : (i) the influence of surface-water bodies
that may affect local groundwater flow in the Surficial Aquifer, (ii) private wells located
upgradient of the site (which may or may not be operating currently) , and (iii) diffusion.
In response to the results of the off-site assessment conducted north of the South Gifford
Road Landfill, FDEP has requested expansion of the plume monitoring network to address
the areas of elevated dissolved VOC concentrations upgradient of the site.
Installation and Monitoring of Upgradient Plume Monitoring Wells
GeoSyntec has prepared a budget estimate in accordance with the Professional
Services Agreement between GeoSyntec and Indian River County SWDD , Contract
Number 9902 , to : (i) install and develop fifteen upgradient wells (five well clusters, each
comprised of three monitoring wells) required for monitoring of the off-site plume; (ii)
sample new groundwater monitoring wells ; (iii) collect soil samples of the silty, organic-
rich layer that has been identified at the site; and (iv) prepare a report for submittal to
FDEP documenting the fieldwork and sampling results .
The scope of work has been divided into tasks to facilitate project management and
efficient completion of the work. The tasks are summarized below.
Task 1. Upgradient Off=Site Plume MonitoriaQ
Task 1.1. Project Management
Under Task 1 . 1 , GeoSyntec will perform project management responsibilities, such as
correspondence, subcontracting, invoice reviews, project coordination, and project
administration. The project management task is based upon supporting the anticipated
scope of work defined herein.
XR03035/R030082 .DOC
mow, aecvcLEo nrvo nEcvcua r
