Frey <br /> 9 April 2003 <br /> Page 2 <br /> degradation of the plume ; however, no wells have been constructed upgradient of the VOC <br /> source area to monitor movement and degradation of the plume in this area. <br /> The off.-site assessment results indicated that the VOC plume is present upgradient of <br /> the source area for at least 500 ft. The presence of the VOCs upgradient of the source area <br /> may be attributed to several factors , including : (i) the influence of surface-water bodies <br /> that may affect local groundwater flow in the Surficial Aquifer, (ii) private wells located <br /> upgradient of the site (which may or may not be operating currently) , and (iii) diffusion. <br /> In response to the results of the off-site assessment conducted north of the South Gifford <br /> Road Landfill, FDEP has requested expansion of the plume monitoring network to address <br /> the areas of elevated dissolved VOC concentrations upgradient of the site. <br /> Installation and Monitoring of Upgradient Plume Monitoring Wells <br /> GeoSyntec has prepared a budget estimate in accordance with the Professional <br /> Services Agreement between GeoSyntec and Indian River County SWDD , Contract <br /> Number 9902 , to : (i) install and develop fifteen upgradient wells (five well clusters, each <br /> comprised of three monitoring wells) required for monitoring of the off-site plume; (ii) <br /> sample new groundwater monitoring wells ; (iii) collect soil samples of the silty, organic- <br /> rich layer that has been identified at the site; and (iv) prepare a report for submittal to <br /> FDEP documenting the fieldwork and sampling results . <br /> The scope of work has been divided into tasks to facilitate project management and <br /> efficient completion of the work. The tasks are summarized below. <br /> Task 1. Upgradient Off=Site Plume MonitoriaQ <br /> Task 1.1. Project Management <br /> Under Task 1 . 1 , GeoSyntec will perform project management responsibilities, such as <br /> correspondence, subcontracting, invoice reviews, project coordination, and project <br /> administration.
