GEOSYNTEC CONSULTANTS
Mr. Michael L. Frey
9 April 2003
Page 5
for 10 hour days . The labor included in the budget estimate assumes that the groundwater
sampling fieldwork will require approximately four days (40 hrs) for monitoring well
sampling (four wells per day) . Also included under this task is two days ( 16 hrs) for
database management and data evaluation.
Waste characterization will also be necessary under this task; however, the budget
estimate for this task does not include the cost for waste characterization analyses .
GeoSyntec assumes that Indian River County will contract directly with Test America for
this laboratory analysis . Disposal will be handled by Indian River County as discussed
below. With respect to IDW generated during GeoSyntec ' s groundwater sampling
fieldwork at the site, GeoSyntec will drum the purge water, stage the drums on-site, and
mark each drum to indicate the source of the waste (e . g. , monitoring well numbers , etc . )
contained within each drum, the generation date, and contact information . These drums
will be sampled with the drums generated during the second semi-annual plume
monitoring sampling event for the plume monitoring network at the site . The results of the
analyses will be used to assess whether or not the IDW is characteristically hazardous and
to evaluate the feasibility of discharging the purge water to the on-site treatment system.
These drums will be marked as indicated earlier, placed on wood pallets, and stored at
an on-site location designated by the SWDD . If the IDW characterization supports
disposal of the liquid IDW through the on-site treatment system, it may be possible to
discontinue characterization sampling after one to two sampling events . Any required
transport and disposal of wastes from the site would be arranged by the SWDD .
Task 1. 4. Soil Sampling
Under Task 1 .4, GeoSyntec proposes to conduct one day of soil sampling to evaluate
if source material is bound in the organic-rich, silty layer that has been identified in many
borings at the site between 5 ft to 20 ft BLS (thickness of this layer is generally 2 ft to 6 ft) .
The budget estimate includes laboratory analysis of up to ten soil samples for EPA Method
8021 and analysis of up to six soil samples for fraction organic carbon (foc) by the
Walkley Black method . This information will be critical in evaluating the appropriateness
of source removal activities for the Remedial Action Plan (RAP) to be submitted to FDEP
during summer 2003 .
XR03035/R030082 .DOC
r, RECYCLED AND RECYCLABLE r
