considered as the phases of implementation progress . It is therefore imperative to <br /> regularly update the master implementation plan . It is recommended that Indian <br /> River County update the plan on an annual basis at a minimum . <br /> • The County should utilize a hybrid GIS organizational structure . The position of GIS <br /> Director should be created and placed directly under the supervision of the County <br /> Administrator. Key GIS staff for data creation , collection , and analysis are distributed <br /> ® throughout certain County departments ; though these staff members are not directly <br /> responsible for the County ' s GIS , they play a key role in the implementation of GIS <br /> and its complementary technologies . For the present and near future, the GIS <br /> Director should assist departments . <br /> • The County should create two GIS positions in the Public Works Department . The <br /> Public Works Department identified the need for a GIS Specialist and GIS Technician <br /> in the Engineering Division . <br /> • It is recommended that Indian River County continue to utilize Environmental Systems <br /> Research Institute ( ESRI ) products for its GIS . Optimal data formats are ArcGIS <br /> Geodatabases ArcSDE layers and ArcView Shape Files <br /> • Train at least one existing staff member in each division/department to serve as that <br /> organization ' s GIS liaison . <br /> • Create a Indian River County GIS Users Group <br /> • Schedule and adhere to bi-monthly technical meetings of the GIS Users Group . <br /> • Based on the implementation plan , develop rules/protocols to decide administrative <br /> issues such as : <br /> - Data development priorities <br /> - Application development priorities <br /> - Data standards and documentation <br /> - Maintenance responsibilities <br /> - Public data access <br /> ` - Cost recovery or data sales <br /> • Maintain a dynamically updated repository for all GIS data ( initially stored as a hybrid <br /> of shapefiles and CAD drawings; eventually stored in geodatabase format and <br /> accessible as a centralized data store to all users with appropriate security) . <br /> • Work in conjunction with local cities , including the City of Vero Beach and the City of <br /> Sebastian , to establish a formal data sharing agreement between the County and <br /> these cities . <br /> • Create , consolidate, and convert needed data layers; this process is critical and <br /> should be a focus in the first year of this initiative ( address points, infrastructure <br /> features , etc . ) . <br /> • Implement data maintenance applications within appropriate departments . <br /> • Acquire and utilize an easy-to-use data browser that will enable all necessary staff to <br /> utilize GIS to answer daily questions . <br /> GIS Needs Assessment and Implementation Plan Introduction and Executive Summary <br />
