• Implement mobile GIS technologies that will provide field staff with access to both <br /> static and dynamic data layers . <br /> • Conduct annual reviews of GIS activities and user satisfaction survey ( modify <br /> implementation based on review and survey results) . <br /> „ a Develop training and educational mechanisms to involve all levels of employees . <br /> • Develop educational programs for citizens of the community . These can be used to <br /> demonstrate the utility of the GIS . <br /> • Distribute an Indian River County GIS newsletter ( hardcopy and/or Intranet) as a <br /> means of sharing successes and educating the organization about the uses of GIS . <br /> • Share appropriate data with the public through Internet based GIS applications . <br /> A successful GIS is measured not by the amount of money spent , the volume of data , or the <br /> GIS software utilized , but by the applications made available and the usage of these <br /> applications by staff and the public . Key applications have been identified and prioritized <br /> and are as follows : <br /> • Intranet GIS Data Browser - Provides enterprise-wide access for all departments to <br /> County ' s geospatial data . <br /> • ArcGIS 9 for advanced spatial analysis , data editing , and data maintenance . <br /> • Public Safety and Emergency Services Incident Analysis - Allows mapping of all <br /> incidents for crime analysis, arson investigations , balancing districts, routes, disaster <br /> areas , hazardous areas , and optimal facility location . <br /> • Internet GIS - Public access of GIS data via the Internet . <br /> • Work Order Processing - Organization-wide GIS based work orders . Maps assist field <br /> crews and insure needed information is returned from the field . <br /> • Touch Screen Public Access - Extremely easy to use touch screen GIS application for <br /> use by the public . <br /> • GIS Data Browsers for use in Emergency Services Department and Sheriff ' s Office . <br /> • Automated mapping application for creation of vicinity maps, exhibit maps, and <br /> other publicly distributed maps. <br /> • GIS-Based Infrastructure and Facilities Management - Will allow Public Works <br /> Department to manage and track various types of infrastructure, including <br /> transportation infrastructure , such as bridges , signs, and markings in a spatial context . <br /> Will allow Public Works, Utilities Services, and General Services departments to <br /> manage and track utility infrastructure and County facilities such as buildings and <br /> conservation areas . <br /> a Summary of Implementation Costs <br /> GIS Needs Assessment and Implementation Plan Introduction and Executive Summary <br />
