The following cost estimate includes costs associated with a three-year phased <br /> implementation , based on high -end budgetary projections . This three-year phased <br /> implementation plan , if implemented , will provide Indian River County with a thorough and <br /> sophisticated enterprise-wide GIS , on par with the best enterprise-wide GIS implementations <br /> in mid-sized counties in the United States. <br /> Three - year GIS implementation costs are as follows: <br /> Year One - Initial Enterprise -Wide Deployment, Data Creation, Software Implementation , and <br /> Initial Database Development <br /> The first year will be comprised of data development and conversion , training , hardware , <br /> software installation , and some application development. The primary need in this first year <br /> is to convert, develop , and revise data layers . This part of the project is critical to success . <br /> The acquisition , conversion , and creation of vital digital data will enable Indian River County <br /> to show success quickly . <br /> At the end of Year One Indian River County will have accomplished the following goals : <br /> • Upgraded hardware and software to support countywide GIS usage <br /> • Upgraded to a standardized GIS platform across County departments, based <br /> primarily on ArcGIS <br /> • Implemented an Intranet GIS data browser with preliminary functionality <br /> • Establish aerial photography/ Lidar Mapping acquisition multi-year program for high- <br /> growth/ high-development areas within the County <br /> • Completed monthly/quartely meetings to continue prioritization of GIS data design <br /> and development objectives <br /> • Implemented a GIS data browser with PIN mapping for Sheriff ' s personnel <br /> • Completed a Logical and Physical Database Design <br /> • Created new GIS layers to serve a variety of departments <br /> • Implemented Public Kiosks with mapping functionality for the Community <br /> Development Department, Emergency Services Department , Property Appraiser ' s <br /> Office , Risk Management Department, and Supervisor of Elections <br /> • Established a formal data sharing agreement with various local cities <br /> • Provided training to key staff throughout the County <br /> • Enabled GIS for the enterprise across all departments <br /> Year One Resources: $801 , 450 <br /> Year Two - Application Development and Integration Phase <br /> - Year Two ' s main focus is the further development of applications that will enable staff to <br /> work more effectively. Almost all applications for all departments will be deployed . <br /> ,. At the end of Year Two Indian River County will have accomplished the following goals : <br /> • Continued the creation/update of additional departmental GIS layers <br /> • Continued coordination with local cities on formal data sharing <br /> • Implemented additional functionality for the County ' s Intranet GIS Data Browser <br /> Implemented an public Internet Mapping Application <br /> • Implemented hand-held GIS units for use by departmental field staff <br /> • Implemented additional Public Kiosks with mapping functionality for the General <br /> Services Department and Supervisor of Elections <br /> iv <br /> GIS Needs Assessment and Implementation Plan Introduction and Execuiive Summary <br />
