StGeo-Spafial Data Creation and Integration <br /> The Health Department stores some of its information in electronic databases such as Service <br /> Point Client Tracking System that have addresses as an attribute; therefore spatially enabling <br /> these databases will yield important datasets for the GIS . It is recommended that <br /> information stored in paper or other type of hardcopy recording be entered into a database <br /> such as MS Access or MS SQL Server. Once this information is maintained as digital data , if <br /> can be spatially enabled for use in the County ' s GIS . Human Services personnel expressed <br /> that access to the following GIS data layers would be beneficial : <br /> • Health Department Data <br /> • Service for at-risk children <br /> • Agency Locations <br /> • CSAC Funded Programs <br /> • Demographics - Census Data <br /> • Aerial Photography <br /> See the GIS Data Layers list later in this Department ' s Needs Assessment for a more detailed <br /> listing of the layers required . <br /> Additional layers may be required as the Department increases its GIS utilization and <br /> incorporates additional data . <br /> �Mappinq and Spatial Analysis in Support of Human Services Operations <br /> GIS can be utilized to provide support for targeting needs and services for low income <br /> r residents . Specifically, Human Services staff indicated the need to use GIS for the following <br /> purposes . <br /> • Mapping of areas where residents need transportation to services <br /> • Mapping of daycare facility locations <br /> • Mapping of eldercare <br /> • Mapping of housing services <br /> • Mapping of vocational training facilities <br /> • Mapping of services for the homeless <br /> As aforementioned , staff also expressed a need to have access to all data created by the <br /> Health Department . This could include geo-spatial analysis of health records such as <br /> immunization and special program participants among various other Health Department <br /> related operations . <br /> An Intranet GIS data browser is recommended for Human Services Department personnel to <br /> conduct basic spatial analysis and to produce maps . For advanced analysis and other tasks <br /> such as data creation or manipulation , the Human Services Department should train for and <br /> utilize desktop GIS software . <br /> eDisaster Preparedness for Human Services <br /> A GIS Vulnerability Index can be created to aid Human Services staff in providing assistance <br /> to areas in the county that need services after natural disasters . These areas could include <br /> adult poverty, citizens without vehicles, services wages, disabled citizens over age 65, and <br /> areas where English is not the first language . <br /> Considering Indian River County ' s placement on the coast of Florida , where multiple- <br /> hurricane disasters are common , the Human Services Department can play a big role in <br /> 220 <br /> GIS Needs Assessment and Implementation Plan Chapter 1 - Departmental GIS Needs Assessment <br />
