It is recommended that the Department establish a digital data submission protocol that
<br /> specifies how data should be submitted , what information needs to be included with each
<br /> submission , and resolution procedures . It is recommended that in the long term the
<br /> Department work to implement the Federal Geo-Spatial Data Committee ( FGDC )
<br /> u Geospatial Positioning Accuracy Standards , Part 4 : Architecture , Engineering , Construction ,
<br /> and Facilities Management ( FGDC-STD-007 .4-2002) ; this standard is generally known as Part 4
<br /> of the FGDC ' s Geospatial Positioning Accuracy Standards .
<br /> Part 4 provides accuracy standards for engineering drawings, maps , and surveys used to
<br /> support planning , design , construction , operation , maintenance, and management of
<br /> facilities, installations , structures, transportation systems , and related projects . It is intended to
<br /> support geospatial mapping data used in various engineering documents , such as
<br /> architectural , engineering , and construction ( A / E/ C ) drawings , site plans , regional master
<br /> planning maps, and related GIS ) , Computer- Aided Drafting and Design ( CADD ) , and
<br /> Automated Mapping/ Facility Management ( AM/ FM ) products . These products are typically
<br /> created from terrestrial , satellite , acoustic , or aerial mapping techniques that output
<br /> planimetric , topographic, hydrographic , or feature attribute data .
<br /> The Part 4 standard defines accuracy criteria , accuracy testing methodology , and accuracy
<br /> reporting criteria for object features depicted on A/ E/ C spatial data products and related
<br /> control surveys . It references established voluntary standards that may be used for some
<br /> f smaller-scale A / E/ C mapping applications . In addition , the standard contains general
<br /> guidance for specifying accuracy criteria for selected types of A/ E/ C features or control
<br /> surveys . Using the standards and guidance contained in this section , end users of A / E/ C
<br /> M products ( e .g . , Utilities Services Department) can specify surveying and mapping accuracy
<br /> requirements needed for their projects or specific CADD/GIS layers, levels , or entities . From
<br /> these specifications , data producers ( e .g . , surveyors , engineering firms , consultants) can
<br /> determine the instrumentation , procedures , and quality control processes required to obtain
<br /> and verify the defined accuracies .
<br /> By implementing this common standard , the Department will be able to maintain consistent
<br /> documentation of construction designs/plans provided by external entities . This will facilitate
<br /> the review and assessment process, and ensure that staff can interpret data consistently .
<br /> It is recommended that the Utilities Services Department and the future GIS Director
<br /> implement and enforce digital submission standards and guidelines . This effort will provide
<br /> control and specifications for the submittal of digital data from contracted resources used in
<br /> the construction of County infrastructure . An internal protocol must be set up to deal with
<br /> external maps that do not conform to the digital submission standards .
<br /> • Kf Data Production and Maintenance of Infrastructure Data
<br /> The Department ' s relationship with the recommended GIS Director is crucial for the County ' s
<br /> GIS implementation . Needs assessments for various departments/divisions throughout the
<br /> County identified the interaction between the daily routines of the departments and the
<br /> recording of infrastructure changes to the GIS through personnel in the Utilities Services
<br /> Department .
<br /> It is recommended that Utilities Services personnel , in particular GIS Mapping Section
<br /> personnel , continue to produce and maintain the County ' s water and sanitary sewer
<br /> infrastructure map data , working in close cooperation with the recommended GIS Director
<br /> to address any data design or data acquisition issues . It is also recommended that the
<br /> Utilities Services Department and GIS Director work with personnel in the Public Works
