Most divisions interact with citizens , citizen ' s groups , and the public at large on a regular <br /> basis—oftentimes , the effective and efficient exchange of information with the public is <br /> critical to ensure that the Department ' s objectives are met. <br /> The Cooperative Extension Agent , Library, Soil and Water Conservation District, and Veteran <br /> Services divisions can utilize GIS to improve services as well as to increase the information <br /> that is readily available to their clientele. The primary public service uses of GIS within the <br /> Department include : <br /> • Citizen Outreach and Marketing <br /> • Expanding Information Offerings ( Internet) <br /> • Routing Service Vehicles and Finding Customer Locations <br /> Citizen Outreach and Marketing <br /> The Department ' s divisions can utilize GIS to view, modify, and generate maps and data that <br /> display focus areas , project areas , and potential " customers . " Some enterprise databases, <br /> such as the Library ' s Geac database, can be spatially enabled by using patron addresses to <br /> create data layers . This data can be used to target marketing efforts, as well as to analyze <br /> trends in patron activity, including library visitation and delinquency . As an example of this <br /> analysis , the Library could determine that some patrons are consistently delinquent due to <br /> their distance from library locations . <br /> The Cooperative Extension Agent ' s office and the Soil and Water Conservation District can <br /> utilize GIS to map and analyze project locations and client locations as well . The location of <br /> these clients can be used to prioritize outreach and education efforts . The Veteran Services <br /> Division can utilize GIS to map and visualize veteran locations in order to coordinate and <br /> manage staff and volunteer activities in focal areas . <br /> + Expanding Information Offerings (Internet) <br /> The Department, as a whole , will benefit from the implementation of an Internet-based GIS <br /> application that will enable citizens to view non-sensitive, division -specific information via a <br /> mapping interface . The application will provide a means for the public to view various types <br /> of reference data , including soils , water resources, and library locations . This application <br /> should be developed as part of the County ' s enterprise-wide Internet mapping system , with <br /> direct input and coordination from the recommended GIS Director. See the Public Access <br /> to Geo-Spatial Information section below for additional information . <br /> Routing Service Vehicles and Finding Customer Locations <br /> GIS-based routing provides a user-friendly means of generating driving directions between <br /> locations . Divisions responsible for on-site visits , such as the Cooperative Extension Agent, <br /> can utilize GIS to find locations and routes to those locations . In addition . the Veteran <br /> Services Division can utilize GIS to provide driving directions and maps to drivers for pick-up <br /> and delivery of the Division ' s patrons . <br /> KtStaffina and Organization <br /> Indian River County Department of General Services structure and number of personnel are <br /> consistent with comparable sized communities . The Department encompasses distinct <br /> divisions and allows for adequate expansion to cover recommended improvements and <br /> expansions .
