A lead GIS liaison is recommended for each of the divisions that is currently utilizing, or will <br /> utilize, GIS . It is recommended that a member of the Department ' s administration serve as a <br /> lead GIS liaison between the divisions and other County departments/divisions , including <br /> existing and future GIS personnel . <br /> It is recommended that any future staffing plan address technological capability, as most <br /> key staff will be accessing and utilizing geo-spatial data through desktop applications, data <br /> browser applications , or Web- based browsers . It is anticipated that selected individuals from <br /> the Department will be trained on the second and third tiers of GIS . Most users will also <br /> require limited training for browser applications . <br /> The matrix below details the recommended GIS application tier for each division in the <br /> Department that is expected to utilize GIS : <br /> Division Application Tier(s) <br /> Building and Grounds Tier 3 GIS Data Browser <br /> Cooperative Extension Agent Tier 2 ( Analysis) ; <br /> Tier 3 GIS Data Browser <br /> Library Services Tier 3 GIS Data Browser <br /> Soil and Water Conservation District Tier 2 ( Analysis ) ; <br /> Tier 3 GIS Data Browser <br /> Telecommunications Tier 2 Analysis <br /> Veteran Services Tier 3 GIS Data Browser <br /> Training will also play a key role in the utilization of GIS throughout specific divisions in the <br /> Department . Comprehensive training is recommended for the various tiers of applications <br /> that will be in use throughout the Department. <br /> The majority of GIS users in the Department will rely on Tier 3 applications—however, staff in <br /> the Cooperative Extension Agent, Soil and Water Conservation District, and <br /> Telecommunications Division will utilize Tier 2, and eventually, Tier 1 applications . See <br /> Chapter 8 : Training and Education for additional information on GIS training . <br /> �Plannlng and Development <br /> Populations Trends/ Demographics <br /> The population growth and changing demographic composition of Indian River County will <br /> y impact the Department of General Services planning in three ways : ( 1 ) location of <br /> facilities/services , ( 2) changing types of land use with variable land types , and (3) increased <br /> needs for timely and accurate exchange of information . <br /> As aforementioned , several divisions interact with the public on a regular basis . This <br /> interaction occurs in various ways , including telephone calls, personal visits to County <br /> facilities, and on-site visits throughout the County . Each division is tasked with ensuring that <br /> the County ' s citizens receive relevant and appropriate services—in the context of the <br /> County ' s technological infrastructure, these services can be augmented through improved <br /> GIS-based planning and development . <br /> ® GIS should be utilized to assess and track the changing nature of Indian River County <br /> population characteristics . A geographic evaluation of population will assist with natural <br /> resource management and land use planning as well as expansion of services to new or <br /> expanding communities.
