Metropolitan Planning Organization ( MPO ) <br /> This Countywide agency is responsible for transportation planning , programming , and <br /> financing for the five municipalities and unincorporated areas in Indian River County . Three <br /> advisory committees , the Technical Advisory Committee , the Citizens Advisory Committee , <br /> and the Bicycle Advisory Committee provide technical expertise and provide citizen input <br /> into the MPO planning process . The MPO has one tier one user that edits and maintains the <br /> County ' s vacant land invenstory . <br /> Planning <br /> The Planning Division implements elements of the long range plan , tracks permits, maintains <br /> a concurrency management system , approves site plans and plats , updates zoning , and <br /> land use and other maps . In addition , this Division handles affordable housing , code <br /> enforcement, and zoning matters . <br /> At present , the Department utilizes nine copies of ESRI ' s ArcGIS with two concurrent and <br /> seven single seat licenses . The majority of GIS users in the Community Development <br /> Department will be Tier 3 GIS Users ; however , some GIS use within the Department will involve <br /> more complex GIS data analysis , mapping , and some geo-spatial data creation , such as <br /> that of Tier 1 and 2 GIS Users ( see Chapter 2: GIS Organizational Structure and Staffing for <br /> more information on the three Tiers of GIS Users ) . <br /> The GIS Planner is a Tier 1 user that edits and maintains the County ' s zoning and land use <br /> layers . The Principal Addressing Planning Technician , another Tier 1 user, creates and <br /> maintains all address data for unincorporated areas of the County . A planning technician <br /> will be assigned to be the back-up to the Addressing Planning Technician . All Planners , <br /> including section chiefs , will be Tier 2 users conducting various levels of GIS analysis . <br /> The Environmental Planning Division uses ArcGIS mainly for GIS data browsing . However, one <br /> Environmental Planner is responsible for editing and maintaining the County ' s conservation <br /> lands , historic and archeological resources layers . The recommended GIS Director should be <br /> utilized to assist with any of the more complex tasks . <br /> Existing Hardware and Software <br /> y Currently everyone in the department has a PC with access to the county network. All PCs <br /> are running either Windows 2000, or XP operating systems . In addition , there are twenty four <br /> laptops for field personnel . The Department uses GPS Navtrak systems in their trucks for <br /> reporting purposes . The Department also has a large format plotter, a small format plotter, a <br /> large copier/scanner, and a small scanner. <br /> The Community Development Department uses the following software applications: <br /> 1 . Microsoft Office Suite <br /> 2. ArcGIS 9 . 1 <br /> 3 . CD Plus <br /> 4 . Mobile Highway <br /> 5 . NavTrak <br /> 6 . ArcLogistics <br /> 7 . FSUTMS <br /> } 8 .
