—� CAMEO Computer -Aided Management of <br /> CAMEO Ti Is a system of software applications used Emergency Operations (CAMEO ' ) <br /> widely to plan for and respond to chemical <br /> emergencies . It is one of the tools developed by EPA ' s Chemical <br /> Emergency Preparedness and Prevention Office ( CEPPO) and the <br /> National Oceanic and Atmospheric Administration Office of <br /> Response and Restoration ( NOAA) , to assist front-line chemical <br /> emergency planners and responders . They can use CAMEO to <br /> access , store , and evaluate information critical for developing C�mGv <br /> emergency plans . <br /> CAMEO has GIS mapping capabilities that allow users to "see" their data ( e . g . , roads , <br /> facilities , schools , response assets ) , display this information on computer maps , and print the <br /> information on area maps . The areas contaminated by potential or actual chemical release <br /> scenarios can also be overlaid on the maps to determine potential impacts . The maps are <br /> created from the U .S . Bureau of Census TIGER/Line files and can be manipulated quickly to <br /> show possible hazard areas . <br /> Emergency Services Department staff indicated that the mapping functionality of CAMEO <br /> has not yet been explored , but would be very beneficial as a tool to aid in real world <br /> emergency situations faced by the County. <br /> co <br /> 011 Recommended GIS Needs and Duties <br /> GIS will be crucial in the Department ' s need to integrate technology in support of <br /> emergency management operations, incident response and fire safety. The Emergency <br /> Services Department will be able to utilize GIS in day-to-day tasks , such as vehicle tracking , <br /> incident response , and public outreach . In addition , the Department will be able to utilize <br /> GIS for strategic objectives , using sophisticated analyses to improve decision-making and to <br /> reduce response times . <br /> Based on this needs assessment , the Emergency Services Department has several GIS needs , <br /> including : <br /> • Geo-Spatial Emergency and Incident Data Creation and Integration <br /> • Mapping and Spatial Analysis in Support of Emergency Services Department <br /> Operations (including Emergency Operations Center) <br /> • GIS for ISO Rating Improvement <br /> • Incident Modeling and Visualization <br /> Field Access to Geo-spatial Data <br /> • Mass Notification System <br /> • Public Access to Geo-spatial Emergency Services Data <br /> • Formal GIS training for Emergency Services Department staff <br /> Geo-Spatial Emeraencv and Incident Data Creation and Intearation <br /> The Emergency Services Department utilizes electronic databases to house pertinent <br /> locational information . Addresses are a key field , and locational data is included as an <br /> attribute when available . Therefore, spatially enabling these databases will convert integral <br /> datasets for the GIS . It is recommended that legacy information in hardcopy form become <br /> incorporated into a database such as MS Access or MS SQL Server. Once this information is <br /> maintained as digital data , it may be spatially enabled for use in the County ' s GIS . <br /> Emergency Services Department personnel expressed that access to the following GIS data <br /> layers would be beneficial : <br /> 43 <br /> GIS Needs Assessment and Implementation Plan Chapter 1 - Departmental GIS Needs Assessment <br />
