• Coordinate with the County and DCA for all matters related to this <br /> project <br /> • Attend all meetings related to the grant, including but not limited to , <br /> public hearings , staff meetings, public informational meetings , etc. <br /> • Represent the County during DCA/HUD Site Visits and Monitorings and <br /> prepare response(s) to HUD and DCA monitoring letters. <br /> • Represent the County Before any State or Federal Boards or Meetings <br /> Regarding the Project <br /> • Create Project Information Management and Record Filing System <br /> • Develop Project Financial Management System (for Disbursing Funds) <br /> • Maintain Project Records and Filing System acceptable to both the <br /> Florida Department of Community Affairs and the Auditor's General <br /> Office (track and code files/check regularly) <br /> • Establish and Maintain the County's Equal Opportunity Files for the <br /> Project <br /> • Develop Work Plans for Project Contract Document <br /> • Prepare Grant Contract Document <br /> • Develop Budget for Project Contract <br /> • Handle Environmental Review(s) , Including the Preparation of Public <br /> Notices and the " Request for Release of Funds" . <br /> • Oversee Project to monitor for Compliance with applicable DCA/HUD <br /> requirements <br /> • Coordinate With Other Agencies and Contracts, as Necessary <br /> • Request Wage Decisions for the project from DCA and/or HUD and <br /> provide to the County as needed <br /> • Maintain a Budget Tracking System <br /> Provide Technical Assistance to the County in Procuring Professional <br /> Service Contracts <br /> • Review Bid Documents and Contract Documents For Compliance (this <br /> Includes Review for Compliance with OMB Circular A-102) <br /> Establish Grant Related Architecture/Engineer Terms and Conditions <br /> for Incorporation in the Bid Package <br /> • Prepare Contractor/Administrator Procurement Packages and review <br /> for DCA and HUD compliance. <br /> • Obtain DOL/HUD/DCA clearances of the contractor <br /> Prepare Notice of Award to DOL, HUD, or DCA as required . <br /> • Conduct Preconstruction Conference <br /> • Prepare and Send Notice on Behalf of the County to DOL and HUD or <br /> DCA that the construction has commenced <br /> • Oversee Citizen Complaint Process <br /> • Monitor Contractor, Engineer, and Construction Progress <br /> • Supervise Payment Authorizations <br /> • Prepare Request for Grant Funds ( No Less than Quarterly) <br /> Prepare And Process DCA Contract Amendments , as Needed <br /> (including preparing advertisements and attending public hearings) <br /> • Review Change Orders And Amendments For Compliance, as Needed <br /> Provide Regular Project Status Reports to DCA (No Less than <br /> Quarterly) and provide additional progress reports to the County if <br /> requested . <br /> • Monitor all Project Activity to Ensure Compliance with DCA, HUD , and <br /> DOL requirements <br /> • Review the Contractor's Weekly Payrolls for Compliance with <br /> Davis/Bacon and other Federal Contract Requirements <br /> 2 <br />
