1 . Hurricane Frances poses a serious threat to the lives and <br /> property of residents of Indian River County and that a State of <br /> Local Emergency shall be declared , effective immediately , for all of <br /> Indian River County , including , all unincorporated and incorporated <br /> areas . The State of Local Emergency will be in effect for ten ( 10) <br /> days . <br /> 2 . The Board of County Commissioners hereby exercises its authority <br /> and waives the procedures and formalities required by law of a <br /> political subdivision , as provided in Chapter 252 . 38 , Florida <br /> Statutes . <br /> 3 , The Board of County Commissioners hereby authorize the county <br /> administrator, or his designee , to issue a ANotice to Proceed@ order <br /> for DRC , Inc. and Ashbritt, Inc. <br /> The resolution was moved for adoption by Commissioner Lowther and the <br /> motion was seconded by Commissioner Adams , and , upon being put to a <br /> vote , the vote was as follows : <br /> Chairman Caroline D .
