These areas are : • countywide ; • countywide excluding Indian River Shores ; and • unincorporated county area . In addition, the functional population coefficients are calculated on a 24-hour/7 -day basis for some fees (Law Enforcement, Correctional Facilities , Fire/EMS) , while on an 1I - hour/5 -day basis for others (Public Buildings), based on the hours and days of service that a typical public building is open and operating .
