Section V . Alternative Actions <br /> 1 . No Action Alternative. Discuss the impacts on the project area if no action is taken. <br /> The Council ' s current facility is not adequate for providing its current and future level of <br /> service and was not built to withstand significant hurricane events . The age of the current <br /> facility renders it inadequate as an emergency shelter because of a deficiency in construction <br /> compared to today ' s standards . Losses to the current facility are considered to be great. <br /> Without the mitigation project, recovery time following an event would be extended, causing <br /> disruptions to essential elderly services including transportation . Not building the senior <br /> center to meet emergency shelter guidelines would not help Indian River County to reduce its <br /> current shelter deficit of 2 , 000 spaces . <br /> 2. Other Feasible Alternative. Discuss a feasible alternative to the proposed project. <br /> a . Project Description and Scope of Work for the Alternative <br /> i . Description of existing problem . <br /> Currently, the Council provides a number of services to the county ' s aging <br /> population . Services include transit assistance, Meals on Wheels, adult day care, <br /> respite care , congregate meals, home-making, and custom care . The Council <br /> provides services to an ever-growing population within Indian River County . As <br /> of the year 2000 , the percentage of the population aged 60 and over had reached <br /> approximately 35 %. This number is expected to grow in the future . The <br /> Council ' s current facilities are insufficient for the current level of service it is <br /> providing to the community . The Council has outgrown its 21 -year-old facility, <br /> which is not designed to current hurricane building standards . Because of the <br /> age and methods of construction, this facility is particularly vulnerable to <br /> flooding and high winds . Indian River County also currently has a shelter <br /> deficiency of approximately 2 ,000 spaces for category 3 , 4 , and 5 storms . <br /> Because the State of Florida has emphasized the importance of adequate shelter <br /> space, this issue is one of utmost importance for the county . <br /> ii . Describe the type of protection that the alternative project will give . <br /> The alternative project would allow for hurricane shutters to be added to the <br /> existing building. While shuttering would provide some protection to the <br /> existing structure, this improvement would not be sufficient enough to allow the <br /> new facility to receive ARC approval as a primary emergency shelter. <br /> iii . Scope of Work . <br /> Furnish and install rated hurricane shutters on glass openings for the current <br /> facilities 18 windows . <br /> iv . Describe any on-going or proposed project in the area that may impact, <br /> positively or negatively the proposed HMGP project . <br /> According to the Indian River County Planning Department, there are no on- <br /> going or proposed projects that might impact the proposed project . <br />
