7S <br /> aQU � <br /> ya <br /> INTERLOCAL AGREEMENT <br /> between <br /> INDIAN RIVER COUNTY, FLORIDA <br /> and <br /> THE SCHOOL DISTRICT OF INDIAN RIVER COUNTY <br /> This INTERLOCAL AGREEMENT, by and between Indian River County, Florida, a <br /> political subdivision of the State of Florida, by and through its Board of County <br /> Commissioners, hereinafter referred to as COUNTY and THE SCHOOL DISTRICT OF <br /> INDIAN RIVER COUNTY, FLORIDA, a part of the State of Florida System of Public <br /> Education, by and through its School Board, hereinafter referred to as SCHOOL <br /> BOARD, for the purpose of providing video-recording service, which shall include audio <br /> recording, to Indian River County. <br /> WHEREAS , the Florida Interlocal Cooperation Act of 1969 (Chapter 163 , F . S .) grants <br /> the COUNTY and SCHOOL BOARD the authority to enter into interlocal agreements; <br /> and <br /> WHEREAS, the COUNTY has determined that it is in the public interest to televise <br /> County Commission proceedings, Planning and Zoning meetings, Election results, and <br /> Emergency programming; and <br /> WHEREAS, it would be of mutual benefit to have the School District' s Television <br /> Production students/personnel, under the Supervision of the School District' s Television <br /> Production Coordinator, video-record and broadcast on the Government Channel <br /> (Comcast Cable Channel 27), ( 1 ) County Commission proceedings, (2) Planning and <br /> Zoning meetings, (3) Election Returns, and (4) Emergency Management briefings/press <br /> conferences which take place in the County Commission Chambers and at remote <br /> locations when possible; and <br /> WHEREAS, it is in the public interest to set forth, by way of agreement, each entity' s <br /> responsibilities, <br /> NOW THEREFORE, in consideration of the mutual terms, conditions, promises, <br /> covenants, and premises hereinafter set forth and pursuant to the statutory authority set <br /> forth herein the COUNTY and the SCHOOL DISTRICT agree as follows : <br /> 1 . It shall be the responsibility of the SCHOOL BOARD to: <br /> a) Designate a liaison to work with the COUNTY liaison. <br /> b) Provide trained personnel (may be Television Production students from Vero <br /> Beach High School and/or Sebastian River High School) to operate the <br /> television video-recording equipment which is provided by Indian River <br /> County, and located in County Commission Chambers to accomplish in a <br /> professional manner the video-recording of County Commission meetings, <br /> 1 <br />
