Section 1 Definitions <br /> Adjacent School Service Areas : School Service Areas which touch each other along at least one side of their <br /> outside boundary . <br /> Attendance Boundary: The geographic area that identifies public school assignment, subject to the authority <br /> of the School Board to make exceptions regarding specific student assignments as allowed or required by <br /> law. <br /> Available School Capacity : School Capacity deemed available for a Proposed Residential Development in a <br /> School Service Area in accordance with Section 14 .4 herein. <br /> Cities : All municipalities in Indian River County except those that are exempt from the Public School Facilities <br /> Element, pursuant to Section 163 .3 177( 12), F. S . <br /> Citizens Oversight Committee (COC) : See Section 3 .4. <br /> Class Size Reduction : A provision to ensure that, by the beginning of the 2010 school year, there are a <br /> sufficient number of classrooms in a public school so that: <br /> 1 . The maximum number of students who are assigned to each teacher who is teaching in public school <br /> classrooms for pre-kindergarten through grade 3 does not exceed 18 students; <br /> 2 . The maximum number of students who are assigned to each teacher who is teaching in public school <br /> classrooms for grades 4 through 8 does not exceed 22 students; and <br /> 3 . The maximum number of students who are assigned to each teacher who is teaching in public school <br /> classrooms for grades 9 through 12 does not exceed 25 students . <br /> Comprehensive Plan : A plan of a Local Government that meets the requirements of F . S . 163 .3177 and <br /> 163 .3 178, Florida Statutes. <br /> Core Capacity : The number of students that can be accommodated in a school facility based on the size of core <br /> facilities, irrespective of classroom space . Core Facilities include the media center, cafeteria, gymnasium, <br /> toilet facilities, and circulation space of an educational facility . Core Capacity shall take into account the <br /> requirements of Class Size Reduction and the educational program requirements imposed by law and by <br /> policies of the School Board. <br /> Developer: Any person, including a governmental agency, undertaking any development. <br /> Development: The physical activity of constructing one or more buildings. <br /> Development Order: Any order granting, or granting with conditions, an application for a Development <br /> Permit. <br /> Development Permit: Any amendment to the text of a Local Government' s Land Development Code or <br /> Official Zoning Map (rezoning), conditional use, special use, planned development, site plan/final <br /> subdivision plan, subdivision , building permit, special exception, preliminary plat, plat, comprehensive plan <br /> or any other official action of a Local Government having the effect of permitting the development of land <br /> F.Xominunily Developmenl\Users\LONG RANGE\CompPlan AmendmentsTubhc Schools\Updates`dLA\FINAL IAC Interlocal Agreement - January 31 , 2008.doc <br /> 3 <br />
