Comprehensive Plan Transportation Element <br /> LEVEL OF SERVICE C LEVEL OF SERVICE F <br /> - Speed and maneuverability - Low speeds <br /> restricted by higher traffic volumes - Stoppages for long periods <br /> - Satisfactory operating speed because of downstream <br /> for urban conditions congestion <br /> - Delay at signals <br /> The level of service for roadway links is determined by comparing the traffic volume to the <br /> roadway capacity . The result is used to identify the LOS . Level of service calculations are <br /> determined using guidelines established in the latest edition of FDOT'S Level of Service <br /> Handbook. Generalized tables used in this element also are derived from FDOT's Level of <br /> Service Handbook. Alternatively, level of service can be determined using other methodologies, <br /> including ART-Plan analyses, speed-delay studies or the Highway Capacity Manual method. <br /> In Indian River County level of service "D" is the minimum accepted standard during peak hour, <br /> peak season, peak direction conditions . The peak hour/peak season parameter is considered the <br /> 100th highest hour of traffic activity during a year. <br /> In 2005 the BCC changed the level of service standard to "E+20%" on 27th Avenue (from the <br /> south county line to SR 60) and on 43rd Avenue (from Oslo Road to 16th street) . This was done in <br /> response to citizen opposition against proposed widening projects on those roads. Since level of <br /> service "D" on those roads was not possible without the widening the county instead reduced the <br /> level of service on those roads.
