Comprehensive Plan Transportation Element <br /> b) Increase the existing peak season traffic to the buildout date based on an <br /> interpolation using traffic volumes projected by the county. The county reserves <br /> the right to require method "a" to be used if it feels traffic projections may be <br /> inaccurate due to recent changes in land use or roadway improvements. <br /> - Roadway improvements which are committed and scheduled to be complete at or before <br /> the project buildout, or development phase, date may be included when calculating future <br /> levels of service. <br /> Roadway improvements which are necessary to maintain projected peak hour-peak <br /> season peak direction conditions at a level of service consistent with Policy 1 . 1 shall be <br /> identified. <br /> POLICY 1 . 6 : The county shall maintain its traffic impact fee process and shall review <br /> the fee schedule at least once every two years. If necessary, changes to the fee schedule <br /> shall be made based upon the results of the fee schedule review. <br /> POLICY 1 . 7 : By 2005 , the county shall consider imposing part or all of the ELMS one <br /> to five cent local option gas tax. <br /> OBJECTIVE 2 SAFETY <br /> By 2010, the number of intersections with a high relative crash rate (over 2 .0 accidents per <br /> million entering vehicles) will be less than the five high relative crash rate intersections <br /> identified in 2001 . <br /> POLICY 2 . 1 : The county will maintain an accurate crash database. <br /> POLICY 2 .2 : The county will review crash records to determine if intersection <br /> improvements are necessary to enhance safety and will program necessary <br /> improvements . <br /> POLICY 2 . 3 : The county hereby adopts the MPO' s Congestion Management System <br /> Plan. In so doing, the county recognizes that the MPO is responsible for conducting an <br /> annual congestion management system analysis, and the county commits to programming <br /> those safety improvements identified as necessary in the CMS analysis . Such <br /> recommended improvements may include signalization improvements, channelization <br /> measures, turn lane restrictions, and other strategies. <br /> OBJECTIVE 3 TRANSPORTATION SYSTEM REVIEW <br /> The county will have a transportation system review and evaluation prepared on an annual basis. <br /> POLICY 3 . 1 : Traffic count data will be collected on all thoroughfare roads on an annual <br /> basis. These data will be utilized to develop an annual report on the Level of Service <br /> Community Development Department Indian River County 132 <br />
