These findings will then be used to identify improvement <br /> needs and associated costs required to maintain the Levels of Service identified in Policy <br /> 1 . 1 . <br /> OBJECTIVE 4 RIGHT-OF-WAY PROTECTION <br /> By 2015 , the county will have protected the right-of-way needed to maintain the grid network of <br /> roads in Indian River County, and in so doing the county will have acquired the right-of-way <br /> needed for all county collector and arterial roads and all mass transit corridors within the urban <br /> area where improvements are programmed. <br /> POLICY 4. 1 : The county recognizes that road right-of-way must accommodate the travel <br /> way, roadside recovery areas, bicycle and pedestrian facilities, drainage facilities, and <br /> utility lines. These standards will be met by requiring appropriate land dedication <br /> through the plat and site plan review and approval processes .
