Comprehensive Plan Transportation Element <br /> POLICY 4. 3 : The county shall acquire additional right-of-way at intersections to provide <br /> for the construction or expansion of turning lanes as needed to improve safety and traffic <br /> flow, and reduce congestion. <br /> POLICY 4 .4 : The county shall acquire right-of-way, consistent with the standards <br /> identified in Policy 4. 1 , to allow for landscaped open space adjacent to all rural arterial <br /> roadways and applicable urban arterial roadways. <br /> POLICY 4 . 5 : The county shall use available funds , such as one cent local option sales <br /> tax revenue, to pursue advance right-of-way acquisition. <br /> POLICY 4. 6 : The county shall continue to enforce the existing Subdivision Collector <br /> Map, Figure 4 . 9 . 1 to ensure that proposed development provides for the extension of <br /> subdivision collector roadways to parcels which are presently landlocked. <br /> POLICY 4. 7 : By 2005 , the county will prepare and adopt right-of-way reservation maps <br /> (ref. Ch. 336. 02, F. S .) for all county collector and arterial roads . <br /> POLICY 4 . 8 : To the extent allowed by law, the county shall charge fees to utility <br /> companies and other entities for use of road right-of-ways. <br /> POLICY 4. 9 : The county hereby adopts and shall enforce the Extended Roadway Grid <br /> Network Map, Figure 4 . 10 . <br /> POLICY 4. 10 : The county shall enforce the Extended Roadway Grid Network Map and <br /> protect right-of-way beyond the urban service area boundary by requiring appropriate <br /> land dedication through the plat and site plan review and approval process. <br /> OBJECTIVE 5 TRAFFIC CONTROL <br /> Through 2020, all development projects approved by the county will provide for adequate traffic <br /> control . <br /> POLICY 5 . 1 : The county will, through its land development regulations, establish design <br /> standards providing, at minimum, for the following: <br /> ° Adequate storage and turning bays; <br /> Spacing and design of median openings and curb cuts ; <br /> ° Provision of service roads; <br /> ° Driveway access and spacing; and <br /> ° Traffic operations. <br /> POLICY 5 .2 : The county shall review all proposed land developments in order to ensure <br /> consistency with the goals, objectives and policies of this plan, and the county shall <br /> require coordination of traffic circulation plans and improvements with land use and <br /> infrastructure plans before development approval. <br /> Community Development Department Indian River County 134 <br />
