Through access <br /> management, the number and location of public roadways, private roadways, driveways, median <br /> openings , and traffic signals are subject to certain state and locally mandated guidelines . In <br /> Indian River County, existing land development regulations provide restriction/access controls <br /> for roadways that are not on the state highway system. Some of the most important county <br /> restrictions are summarized below. <br /> • Sites located at intersections shall access onto the roadway having the lower functional <br /> classification. <br /> • Provisions for circulation between adjacent parcels should be provided. <br /> • The minimum number of driveways necessary to adequately accommodate access will be <br /> provided. <br /> • Driveways on opposite sides of any undivided collector or arterial shall either be aligned <br /> or offset a minimum of 200 feet. <br /> • Driveways serving major developments must be located at minimum distances from <br /> intersections. These distances are based on functional classification and type of <br /> movements served (right turn vs . left turn) . <br /> These restrictions and controls apply only to new development or proposed access changes to <br /> existing development. Existing land uses which do not conform to these standards are exempt <br /> from these provisions . Thus, there is a profusion of driveways in the already developed areas <br /> along the county' s key thoroughfares; these include US 1 , SR 60 and portions of SR A- 1 -A. <br /> These access conditions reduce the traffic carrying capacity of the thoroughfares by creating <br /> " side friction" as vehicles enter and exit the driveways . This side friction is increased on divided <br /> roadways (such as portions of US 1 and SR 60) where there are median openings which permit <br /> vehicles to make left turns across the flow of traffic. <br /> Community Development Department Indian River County 17 <br />
