67 <br /> .r Option 3 — Expand the Gifford Library to full service level by moving to another, larger <br /> location in Gifford, leased or constructed for the purpose. <br /> Issues <br /> rr <br /> ■ This option would give the library its own identity and would attract and serve more <br /> customers and customers of varying ages . <br /> ■ Gifford does not offer much in existing buildings for this option . A vacant storefront <br /> could be sought, although this type of property is not readily available . <br /> ■ A new library building could be located more centrally within the Gifford area. <br /> ■ Construction of a new library building will require purchase of land. <br /> ■ Although Gifford ' s population is not predicted to grow more than about 15 % by <br /> 2025 , the activity center will soon have as its back (north) door neighbor a large <br /> residential development with up- scale homes . There are already similar homes to the <br /> west of the center. These developments mean that a branch library in the Gifford area <br /> could serve not only Gifford but all of the northern part of Mid County. This thinking, <br /> however, runs up against the fact that Mid County already has more space at the Main <br /> r. Library than standards suggest is needed by the Mid County population . <br /> nr Recommendation: Gifford Library <br /> Option 2 — Expand the existing Gifford library service by adding space and increasing <br /> a. visibility at the youth activity center; continue as a special services branch. <br /> North County - North Indian River County Library <br /> The North County area is now served by the North IRC Library. Like the Main Library, this <br /> facility was recently expanded and now has 25 ,445 square feet . According to Florida standards , <br /> it is adequately sized now (at the Essential and Enhanced quality levels ) but in 2025 it should <br /> have between 32 , 397 and 53 , 995 square feet to serve all of the northern part of the county. <br /> Consultant observation and staff/user reports indicate the library is crowded and sometimes <br /> inadequate to handle the flow of customers . Computer use is high and additional computers for <br /> public use will be needed as the area grows in population . The meeting room is in constant use <br /> and a second meeting space would be well used . Additional collection space will be needed . <br /> r. When the library was built there was some concern about its location ; some thought it was too <br /> far away from the downtown area of Sebastian and from the island residents it serves . <br /> Commercial and residential development appears to be growing near the library, however .
