68 <br /> If public library service is established elsewhere in North County, that will help meet the North <br /> County need . A possible library in Fellsmere is discussed below . It is not likely, however, that <br /> people who live east of I- 95 will travel to Fellsmere to use the library. <br /> Option I — Open one or more temporary popular level branches in the Sebastian, Roseland, <br /> Wabasso area. <br /> Issues <br /> ■ Popular branches are best located in retail/commercial centers and in space such as <br /> leased storefronts with plenty of available parking . <br /> ■ Popular branches in leased space will relieve the strain on the existing North IRC <br /> " Library until a replacement, larger North IRC Library is available . When a new <br /> library is available these branches can close . <br /> Option 2 — Replace the existing North IRC facility within 20 years with a larger full service <br /> branch on another location in Sebastian and closer to U. S. 1 . <br /> Issues <br /> ■ North IRC Library will continue to be the major public library service outlet in this <br /> area because of its size and full service branch level of service . <br /> ■ More library space will definitely be needed in future for North County . The need is <br /> not immediate but must be met within the next fifteen to twenty years . <br /> ■ The county has park property in the area that could be used , but it is not appropriately <br /> located for a public library. It will be necessary to secure an approximately five acre <br /> site for a new and larger library building . <br /> ■ Popular branches can be closed when a new and larger library is available or can <br /> remain open to meet community and neighborhood need if that can be afforded . <br /> Recommendation : North IRC Library <br /> Options 1 and 2 — Open one or more popular level branches in the <br /> Sebastian/Wabasso/Roseland area and then replace the existing North IRC facility <br /> within 20 years with a larger full service branch on another location in Sebastian closer <br /> �r to U. S. 1 . Close the popular branches when the new facility opens. <br /> North County - Fellsmere <br /> Focus group participants and most interviewees agree that the residents of Fellsmere and the <br /> surrounding area have needs that can be addressed by the availability of public library services in <br /> the town . The population of Fellsmere is expected to increase from the 2003 estimate of 4 , 173 to <br /> 7 , 687 by 2025 . Library registrant mapping shows that there are public library users in Fellsmere <br /> and its immediate surrounding area. <br /> �r. <br /> Indian River County Library Master Facilities Plan 2005 - 2025 <br />
