The aim of the community input in the development of the demographic base will be to <br /> gain both involvement and support by engendering a sense of ownership through from the <br /> problem stage to the solution. This task is designated as a sub-task to the initial 'Directional and <br /> Issues' meeting because it will have an on-going role throughout the study period. <br /> In conjunction with the community involvement program, the study team will accumulate a data <br /> base for both the juvenile and adult components on the number of historical participants in each <br /> agency of the criminal justice system, using existing data sources, such as: <br /> ♦ Reported crime, arrests/bookings and warrants from local and State law enforcement <br /> agencies and the Uniform Crime Reporting program. <br /> ♦ Number of sworn and civilian law enforcement personnel from local agencies. <br /> ♦ Pretrial diversions, citations, and bail participants from local agencies. <br /> ♦ Filings, dispositions, time-to-trial, and case aging from the Court Administration and the <br /> Administrative Office of the Courts. <br /> ♦ Caseload management methods from Court Services and interviews with judicial officials. <br /> ♦ Sentencing patterns and alternatives from Court records. <br /> ♦ Probation caseloads from the County Probation Department. <br /> ♦ Caseloads associated with the Offices of the District Attorney and Public Defender. <br /> ♦ A 10-year change in personnel in all of the criminal justice agencies from the County <br /> Personnel Department and the individual agencies' annual budget requests. <br /> ♦ The 10-year budget for the above agencies from the County Administrator's Office. <br /> As this database must be developed quickly, the study team anticipates and would seek <br /> substantial assistance from the County staff in accumulating the historical information. <br /> Subtask 1.2 Track the Offender through the System <br /> The Consultant will model the flow through the system based upon the results of Sub-Task 1.1 <br /> and interviews with key participants. By modeling the flow a meaningful graphic representation of <br /> how the system interacts and where the bottlenecks cause significant impact can be created that <br /> easily understood and ideal for presentation purposes. <br /> Initial interviews will be carried out in each division of the criminal justice system with department <br /> heads and other members of staff to determine the numbers of participants and the methods of <br /> processing defendants through each system component. More detailed insight into each <br /> component agency/department's views of the flow process,barriers,and solutions will be obtained <br /> during these interviews. <br /> The result of this subtask will be a graphical representation of the flow through the juvenile and <br /> adult criminal justice system and the identification of barriers to more efficient processing. <br /> Subtask 1.3 Project growth in Adult and Juvenile Offender/Inmate Population <br /> The data gathered in the previous tasks will be assembled and utilized in the production of a <br /> series of forecasts and projections against a defined set of criteria established at the outset of the <br /> study. The result of the computer-based analysis will provide projections covering the growth <br /> expectations within each division of the juvenile and adult criminal justice system by component. <br /> The forecasts and projections will be reviewed with the PSCC and agreement reached as to the <br /> most appropriate for each Division or component. The resulting forecasts will be presented in <br /> yearly increments for the first 5-8 years and thereafter in five-yearly increments unless otherwise <br /> agreed, through the year 2025 <br />
