EXHIBIT 1 SCOPE OF SERVICES Jones ' s Pier will be sampled on two separate occasions approximately one month apart. • Completion of in - situ permeability testing using the existing monitoring wells to estimate the hydraulic conductivity of the surficial aquifer . • Completion of a drive by well survey of the properties within a half- mile radius of the Site . • Completion of a site survey that includes northing/easting coordinate and top - of- casing elevations for the existing monitoring wells by a Professional Land Surveyor . KHA will provide the Florida Department of Environmental Protection ( FDEP ) with notification regarding the County ' s intent to initiate site assessment activities in association with the Jones Pier site . KHA will also notify the FDEP of the scheduled commencement date of the proposed field activities . The soil and ground water samples collected from the Site will be analyzed by a laboratory accredited by the NELAC ( National Environmental Laboratory Accreditation Conference) Institute . The samples will be analyzed on a standard ( seven to ten day ) turnaround time . The sampling activities will be conducted in general accordance with the FDEP ' s Standard Operating Procedures . Task Z — FDEP Meeting Following the completion of the site assessment field activities and the receipt of the corresponding laboratory data , KHA will prepare for and attend one meeting with staff members from the Waste Cleanup Section of the FDEP ' s Orlando District Office . The purpose of the meeting will be to discuss the soil and ground water data collected from the Site . Furthermore , KHA will discuss strategies for obtaining regulatory closure for the identified impacts . This meeting will preempt the preparation of the Combined Document for the Site . Task 3 — Combined Document Following the completion of the site assessment activities and the meeting with the FDEP , KHA will prepare a Combined Document for the Site . The Combined Document will include the equivalent of a Site Assessment Report ( SAR ) and a Remedial Action Plan ( RAP ) . The SAR will summarize and present the findings of the site assessment activities . Remedial strategies will be developed to address the soil and ground water impacts and will be presented in the RAP portion of the Combined Document . The Combined Document will include the 'following : • A summary of the site assessment methodologies and results . 4
