Indian River County's Drug Court team provides outpatient treatment services via <br /> our local treatment providers without any outside funding . Adult Drug Court <br /> clients assume the cost for their entire program and treatment cost. This at times <br /> has limited the number of mentally ill and substance abusing individuals who are <br /> able to enter and receive treatment via this program . It is the intent of the Board <br /> of County Commissioners to utilize this funding for individuals who are unable to <br /> bear the cost associated with Adult Drug Court. If funding were available , more <br /> individuals would be able to participate in this worthwhile program . Allocating the <br /> available $ 18 , 018 in funding for this worthwhile program , even through limited , <br /> would provide a number of Indian River County residents who are unable to <br /> participate to enter into and receive treatment. <br /> Program Structure and Service delivery plan <br /> The Ten Key Components of a Drug Court Program are incorporated into Indian <br /> River County's Adult Drug Court Program . They are as follows : <br /> • Integrating alcohol and other drug treatment services with justice <br /> system case processing . <br /> • Using a non-adversarial approach , prosecution and defense <br /> counsel promote public safety while protecting participants' due <br /> process rights. <br /> • Eligible participants are identified early and promptly placed in the <br /> drug court program . <br /> • Provide access to a continuum of alcohol , drug , and related <br /> treatment and rehabilitation services . <br /> • Abstinence is monitored by frequent alcohol and other drug testing . <br /> • A coordinated strategy governs drug court responses to <br /> participants' compliance . <br /> • Ongoing judicial interaction with each drug court participant. <br /> • Ongoing monitoring and evaluation to measure the achievement of <br /> program goals and gauge its effectiveness . <br /> • Continuing interdisciplinary education promotes effective drug court <br /> planning , implementation , and operations . <br /> • Forging partnerships among drug courts , public agencies , and <br /> community-based <br /> The population of adult offenders who will be eligible to receive the services <br /> of this drug court funding will be: <br /> • Estimated at a total of 15 adult individuals who have been arrested for a <br /> non-alcohol substance abuse related offense . <br /> Attachment 1Page 2 of 5 Indian River County, FI Program Narrative <br />
