Eligible clients are identified , screened , and referred to the drug court . All <br /> drug court eligible arrestees are screened for drug abuse via a substance <br /> abuse assessment. No program eligible client will be denied participation due <br /> to race , ethnic diversity, age , and gender of the arrestee population . <br /> The Assessment process includes the following : <br /> • A clinical assessment of the client and a description of the criteria <br /> for assessment. <br /> • Substance abuse and dependence are diagnosed , a level-of-care <br /> placement is determined , symptoms of physiological tolerance and <br /> withdrawal are assessed , and risk factors or predictors of success <br /> or failure in treatment and to address the client's strengths and <br /> needs. <br /> • Development of the treatment plan and matching treatment needs <br /> with treatment services . <br /> Once admitted to the Adult Drug Court Program the average length of time is <br /> a minimum of one year, but no more than two years . Each participant <br /> selects a single treatment provider from a list of approved providers . These <br /> substance abuse treatment providers will : <br /> • Provide treatment and interventions (e. g . , 12-step, cognitive- <br /> behavioral , group vs . individual) . Indicate whether the treatment <br /> protocols are in a manual or otherwise standardized format, <br /> whether treatment services include group counseling sessions , <br /> individual counseling sessions , and/or family counseling sessions <br /> and , if so , how frequently. <br /> • Provide progress reports to the court (e. g . , urine results , <br /> counseling attendance and recidivism) . <br /> The Drug Testing component of the program is designed to stop the use and <br /> Abuse of alcohol and other drugs and related criminal activity among drug <br /> court clients . <br /> Indian River County's Drug Court creates an environment with clear and <br /> certain rules . The rules are definite , easy to understand , and most important, <br /> compliance is within the individual's control . The rules are based on the <br /> participant's performance and are measurable, i. e. the drug tests reveal drug <br /> use or abstinence. The participant's performance is immediately and directly <br /> communicated to the judge , who rewards progress or penalizes <br /> noncompliance . <br /> Abstinence will be monitored by frequent alcohol and other drug testing . The <br /> Indian River County Drug Court program utilizes a Dade Behring "V-Twin" <br /> drug screening analyzer utilizing the EMIT@ (Enzyme Multiplied <br /> Immunoassay Technique) Technology Principal . <br /> Attachment I Page 3 of 5 Indian River County, Fl Program Narrative <br />
