SECTION 00100 <br />INSTRUCTIONS TO BIDDERS <br />(Based Upon EJCDC No. C-700, 2002 Ed.) <br />1.01 DEFINED TERMS <br />Terms used in these Instructions to Bidders which are defined in the Standard General Conditions <br />of the Construction Contract (No. C-700, 2002 ed.) have the meanings assigned to them in the <br />General Conditions. The term "Bidder" means one who submits a bid directly to Owner, as distinct <br />from a sub -bidder, who submits a bid to a Bidder. The term "Successful Bidder" means the lowest, <br />qualified, responsible, and responsive Bidder to whom Owner (on the basis of Owner's evaluation <br />as hereinafter provided) makes an award. The term "Bidding Documents" includes the <br />Advertisement or Invitation to Bid, Instructions to Bidders, The Bid Form, and the proposed <br />Contract Documents (including all Addenda issued prior to receipt of Bids). <br />1.02 COPIES OF BIDDING DOCUMENTS <br />A. Complete sets of the Bidding Documents in the number and for the deposit sum, if any, <br />stated in the Advertisement or Invitation to Bid may be obtained from Engineer: Mark <br />Miller, Kimley-Horn and Associates, Inc., 10521 SW Village Center Drive, Suite 103, <br />Port St. Lucie, FL 34987, telephone (772) 345-3800, fax (772) 286-0138, email: <br />mark.miller@kimley-hom.com. <br />B. Complete sets of Bidding Documents must be used in preparing Bids; neither Owner nor <br />Engineer assumes any responsibility for errors or misinterpretations resulting from the use <br />of incomplete sets of Bidding Documents. <br />C. Owner and Engineer, in making copies of Bidding Documents available on the above <br />terms, do so only for the purpose of obtaining Bids on the work and do not confer a <br />license or grant for any other use of the Bidding Documents. <br />1.03 QUALIFICATIONS OF BIDDERS <br />Contractors bidding the work shall demonstrate that they have completed at least three similar <br />projects within the previous 2 years and shall provide letters from the Public Entity Owners and/or <br />Engineers verifying this. Contractor shall submit said letters with the Bid Documents. Letters <br />shall include the project scope, Contract amount, date of Notice to Proceed, date of project final <br />completion, number and amounts of change orders and magnitude of assessed liquidated damages, <br />if applicable. Letters shall be similar to that provided in the Bid Form. Failure to provide these <br />letters will be cause for rejection. Owner will review said letters, references and qualifications and <br />may reject any bid if these qualifications and references do not adequately support the Contractor <br />and, if , in the opinion of Owner, it is in the Owner's best interest to reject said bid. <br />To demonstrate qualifications to perform the work, each Bidder must be prepared to submit, <br />within 5 days of Owner's request, written evidence, such as financial data, previous experience, <br />present commitments, and other such data as may be necessary to prove to the satisfaction of the <br />Owner that the Bidder is qualified by experience to do the work and is prepared to complete the <br />work within the stated time period. <br />044572017 <br />00100-1 <br />
