- C; - <br /> Work Order No . 1 ` ool <br /> Scope of Services <br /> Indian River County <br /> Department of Utility Services <br /> Reuse Feasibility Report <br /> General <br /> PBS &J (ENGINEER) has been providing water and wastewater consulting services to Indian River <br /> County Department of Utility Services (County) under the April 6, 2004 Continuing Contract Agreement <br /> for Professional Services . The County has requested that the ENGINEER provide engineering services in <br /> response to a FDEP comment requiring submittal of a Reuse Feasibility Study for permit renewal of the <br /> West Regional WWTF . <br /> The FDEP Guidelines require that Reuse Feasibility Studies include the following components : <br /> • Description of Existing Conditions <br /> • Description of Future Conditions <br /> 0 Description of Alternatives Considered — At a minimum, the alternatives must include No Action, <br /> Public Access Reuse (PAR) , and Other Reuse . The PAR alternative can be subdivided into <br /> Maximum, Medium, and Minimum levels of reuse depending on the percent of the total projected <br /> WRF flow that is reused on an annual average basis . <br /> • Evaluation of Alternatives — Evaluation must include a present value analysis , an evaluation of <br /> the impact of each alternative on the utility ' s rates and fees , technical feasibility, and <br /> environmental assessment . <br /> • Recommended Alternative <br /> The County currently operates an interconnected distribution system for beneficial use and disposal of <br /> reclaimed water from three County WWTFs . Reuse methods currently in use by the County include <br /> primarily golf course irrigation, WWTF site irrigation, wetlands enhancement, and rapid infiltration <br /> basins (RIBs) , however, RIBS are utilized as an emergency back-up and are not an active reuse disposal <br /> method. The West Regional WWTF has effluent disposal to the following : <br /> • R001 — Manmade Wetlands <br /> • R002 — PAR to golf courses and onsite irrigation <br /> • R003 — Onsite RIBs <br /> • D001 — Surface water discharge to the Lateral "D" Canal <br /> According to FDEP guidelines , if a maximum level of reuse is being proposed, an abbreviated report is <br /> allowed in place of a full Reuse Feasibility Study. Currently, this could be considered to be <br /> the <br /> circumstance because the County sends the majority of its reclaimed water to the reuse system, RIBs are <br /> used as back-up disposal , and agricultural users utilize water from the Lateral "D" Canal for irrigation . <br /> Also required in order to submit an abbreviated report, the County must show that a plan is in place to <br /> continue to provide the maximum level of reuse . The County recently updated the Reclaimed Water and <br /> Effluent Disposal section of the Water, Wastewater and Reclaimed Water Master Plan Update (Master <br /> Plan) .
