Thursday, April 21, 1988 <br />The Board of County Commissioners of Indian River County, <br />Florida, met in Special Session at the First Floor Conference <br />Room, County Administration Building, 1840 25th Street, Vero <br />Beach, Florida, on Thursday, April 21, 1988, at 1:00 o'clock P.M. <br />Present were Don C. Scurlock, Jr., Chairman; Gary C. Wheeler, <br />Vice Chairman; Richard N. Bird; Margaret C. Bowman; and Carolyn <br />K. Eggert. Also present were Charles P. Balczun, County <br />Administrator; Charles P. Vitunac, Attorney to the Board of <br />County Commissioners; and Virginia Hargreaves, Deputy Clerk. <br />The Chairman called the meeting to order and advised that it <br />was called for the purpose of having a presentation on the <br />recently completed Classification and Pay Plan Study. <br />Personnel Director Blankenship took the floor and introduced <br />Jeanie Adkins and Andrea Deeb of the Tampa office of TPF&C, a <br />Towers & Perrin Company. He informed the Board that TPF&C is a <br />leading firm of international management consultants with 52 <br />offices around the United States and they have a very impressive <br />background. Mr. Blankenship then reviewed the background and <br />qualifications of Ms. Adkins and Ms. Deeb and turned the floor <br />over to Ms. Deeb to make the presentation. <br />Ms. Deeb advised that she would explain to the Board the <br />process used to develop the classifications and pay plan they <br />arrived at for the county. <br />Chairman Scurlock noted that over the past eight years that <br />he has been here, the Commission has had a variety of such <br />studies, and he believed the intention this time was to do this <br />study wi- hout any interference and give the consultant a free <br />opportunity to collect data and make recommendations.
