Polly Kratman GeoSyntec Consultants <br /> Indian River County <br /> 10 May 2006 <br /> Page 13 <br /> Task 5 : Response to ReEulatory Comments <br /> Under this task, GeoSyntec will provide FDEP with written responses to RAIs <br /> throughout the course of the permit review process. GeoSyntec will also meet with FDEP <br /> (if needed) to clarify or discuss any design or permit issues. For the purpose of the budget <br /> estimate, GeoSyntec has assumed two responses to RAI and one meeting with FDEP will <br /> be required. <br /> SCHEDULE <br /> GeoSyntec has prepared a preliminary schedule for preparing the Class I Landfill <br /> Permit Application. GeoSyntec has assumed a start date of 12 June 2006 and projects a <br /> permit application submittal to FDEP in January 2007 . GeoSyntec will meet with SWDD <br /> for a kickoff meeting in mid to late June 2006 and will schedule the first meeting with <br /> FDEP in July 2006. The hydrogeological and geotechnical site investigations will be <br /> performed during the months of July through September 2006 . GeoSyntec will start with <br /> the design and preparation of the permit application in August 2006 and anticipates <br /> submitting a permit application to FDEP by January 2007 . <br /> GeoSyntec has assumed that the permit application will be approved by FDEP within <br /> three to six months of submission. Response to FDEP comments will be performed during <br /> this three- to six-month period. Therefore, it is anticipated that the permit application for <br /> the Class I landfill expansion will be approved by FDEP between April and July 2007 . <br /> However, FDEP may take an additional four months to issue the final permit for the <br /> landfill . This additional period includes the : (i) 30-day notice of intent (NOI) to issue the <br /> permit; and (ii) 90-day period for the final permit to be issued. As such, the final permit <br /> may be issued by October 2007. GeoSyntec is however confident that the required permit <br /> will be issued in sufficient time to facilitate the first phase of construction during the fiscal <br /> year of 2007. <br /> GeoSyntec recognizes the importance of the schedule for SWDD and their need to <br /> obtain the required disposal capacity from the Class I landfill expansion.
