approximately 22 miles east of Indian River County at 27 . 75 N 80.00W in <br /> approximately 148 feet of water. <br /> 42. 1 .5 Harbor of Refuge. The nearest harbor of refuge is Ft. Pierce Inlet, which is located <br /> approximately 8 miles south of the north end of the project site. <br /> 42. 1 .6 Access. Access to the beach and borrow area shall be as noted on the drawings and <br /> other locations approved by the COUNTY. Limits of beach access and staging areas <br /> shall be field-verified by the COUNTY . The CONTRACTOR shall review and <br /> comply with all local and State road and bridge limitations oT restrictions. <br /> 42. 1 .7 Boat Traffic. Boat traffic in the vicinity of the project site and borrow area is likely <br /> to include pleasure boats, fishing boats and commercial vessels. <br /> 42. 1 .8 Navigation and Obstruction of Channels. The CONTRACTOR shall operate in full <br /> compliance with pertinent U.S . Coast Guard regulations and conduct the work in <br /> such a manner as to minimize any obstruction to navigation. If the <br /> CONTRACTOR's plant obstructs any navigation channel or endangers other vessels, <br /> the plant shall be promptly moved as necessary to afford a practicable passage of <br /> other vessels. Upon completion of the work, the CONTRACTOR shall promptly <br /> remove the plant, including ranges, buoys, piles and other marks or objects placed in <br /> navigable waters or on shore. <br /> 43 . DUNE VEGETATION <br /> 43 . 1 Native beach vegetation will be planted on 18-inch centers. The plants will be sea <br /> oats ( Uniola paniculata), and other appropriate coastal pioneer plants such as dune <br /> panic grass (Panicum amarum), railroad vine (Ipomoea pes-caprae), and dune <br /> sunflower (Flelianthm debilis). Vegetation will be planted on the- horizontal section of <br /> the constructed dune as illustrated in the plans, except at public and residential access <br /> points. At each such access point, a grass-free zone will be maintained. <br /> 43 .2 Based on the area of the horizontal section of the proposed dune (6 . 17 acres), <br /> approximately 137,911 liner size plants will be required. This includes allowance for <br /> public and residential access points. The COUNTY will provide plans for the layout <br /> of plants within 90 days after construction start . The CONTRACTOR will determine <br /> the schedule and method of construction. All planting shall be completed within 30 <br /> days of the end of construction, unless the CONTRACTOR can demonstrate a delay <br /> to optimal planting season is beneficial . <br /> 43 .3 Plant Materials. Plants used in the restoration project shall originate from the East <br /> Coast of Florida. All plants used in the project shall conform to Florida # 1 grade as <br /> listed in Grades and Standards for Nursery Plants, published by the Division of Plant <br /> Industry as to health and vitality , condition of foliage, root system, and freedom from <br /> pest or mechanical damage. Plants used in the project shall have been grown in a <br /> manner consistent with the natural habitat of the specific species.
