DEP Permit No. : 0166929-010-EM <br /> Construction observation will occur daily by the County or the County' s representative <br /> throughout the duration of sand placement operations by the Contractor. Observations <br /> will be made at least once per hour during placement activity of the material at the <br /> discharge location. A sample of the dredge discharge will be collected, and a qualitative <br /> assessment of the sand color (moist) and grain size will be noted. The location of the <br /> discharge pipe (relative to the DEP Reference Monument), date and time of the sample, <br /> borrow area and qualitative sand color (moist) will be noted on the sample bag. <br /> Observations will be made of the Contractors ' work to assure the work is in conformance <br /> with the required contract and permit conditions. An individual with training or <br /> experience in beach nourishment and construction inspection and testing (Site <br /> Representative) will perform the daily review. That person shall be knowledgeable of the <br /> project design and the contract and permit conditions . The Project Engineer, a qualified <br /> coastal engineer, shall actively manage the individual performing the daily inspections. <br /> Communications shall take place on a daily basis between the Project Engineer and the <br /> Site Representative. The Project Engineer and/or Site Representative shall be <br /> continuously on call during the construction period in order to make decisions regarding <br /> issues that involve the Quality Assurance and Quality Control Plans. <br /> The Contractor shall provide daily reports to the County detailing the material quality and <br /> quantity being excavated from the borrow area. The report will include the location of <br /> the dredge within the borrow area, the depth of cut, the volume of material being <br /> excavated, and an assessment of the material quality being excavated including an <br /> estimation of the daily intake of shell hash. In the event of the occurrence of rock or <br /> large amounts of clay, the volume of material shall be quantified and reported and the <br /> Quality Control Plan measures initiated. Additionally, the daily report shall identify the <br /> location, approximate moist color and quality of the material being placed along the <br /> beach. The reports will be provided to FDEP following the completion of the project or <br /> at any time so requested by FDEP staff. <br /> Any addendum or change order to the Contract between the County and the Contractor <br /> shall determine whether or not the change in scope will potentially affect the Quality <br /> Assurance and Quality Control Plans. <br /> Remediation <br /> If the sampled material, as outlined in the Testing of Fill Material section of this Plan, <br /> does not meet the material quality standards as outlined by Rule 6213-41 .007(2) (j), F .A.C . <br /> this shall be reported to the County and the FDEP to determine if remediation is <br /> necessary . If remediation is necessary it shall be conducted prior to the marine turtle <br /> nesting season following the completion of the beach fill project. Remediation may <br /> include tilling or blending unacceptable beach fill material with adjacent material or <br /> moving the unacceptable material seaward of the mean high water line, subject to <br /> approval by the FDEP . Re-sampling shall be conducted following any remediation effort <br /> and results reported to the FDEP and the County as described in the Testing of Fill <br /> Material section of this Quality Assurance Plan. <br /> 5 <br />
