DEP Permit No. : 0166929-010-EM
Indian River County, Florida
Shore Protection Project - Sectors 1 and 2
Borrow Area Sediment Quality Control Plan
The County and the Engineer will enforce the relevant Terms and Conditions of the
Contract Documents and the related permits throughout the construction process. The
Contractor shall be required to comply with all Terms and Conditions of the Contract
Documents and the related permits and shall comply with the Quality Control Plan as
detailed herein.
The County's Site Representative shall communicate daily (or on an event basis as
needed) with the Contractors designated and responsible Site Representative the results
of the sediment quality testing. Should sediment characteristics on the beach fill section
in progress dictate corrective action, the Contractor's designated representative shall have
the authority to alter dredge operations and/or beach fill placement grading to ensure
compliance with the provision of the issued permit and this document.
The Quality Control Plan for the borrow area has the purpose of ensuring that sediment
from the permitted borrow area meets the material quality standards as outlined by Rule
62B-41 . 007(2)0), F.A.C. and specifically that the Contractor stay within the borrow area
limits as outlined in the Permit and in the Contract Plans and Specifications.
Sediment Excavation
In order to achieve the sediment quality requirements as outlined herein, a specific
borrow area cut geometry for both the offshore and Sebastian Inlet Sand Trap sites was
developed based on extensive field evaluations and detailed geotechnical analysis. The
results of these analyses are identified in the Contract Documents (Plans and
Specifications). The borrow area geometry as identified in the figures shows the limits of
the borrow area. Additionally, a magnetometer survey has identified anomalies within
the borrow area and a dredge exclusion area is represented in Figures 1 and 3 . The
dredge shall not operate within the identified Dredge Exclusion Area. The elevations
(depths) of the cuts within the Primary and Secondary Borrow Areasare -31 feet NGVD
and -30 feet NGVD, respectively and as identified in Figures 2 and 4; this depth includes
a -2 foot overcut allowance.
The Sebastian Inlet Sand Trap and its cut geometries are shown in Figures 5 and 6 . The
borrow area has multiple cut geometries, which should minimize the potential of
encountering rock. The depth of the cuts verify from - 11 feet NGVD to - 16 feet NGVD .
The Contractor shall not excavate material from outside the horizontal or vertical dredge
delineations.
Excavation shall not extend below the allowable depth or within the dredge
exclusion area, and shall not occur outside of the spatial limits of the borrow areas
as detailed within the Contract Documents (plans and specifications) . There shall be no
allowable deviation from these requirements . The designated borrow area volumetric
capacities, as approved, far exceed the volumetric requirements of the permitted fill area .
7
