DEP Permit No . : 0166929-010-EM <br /> The Contractor shall continuously monitor the horizontal and vertical position of the <br /> dredge and cutterhead through the use of electronic positioning equipment previously <br /> approved by the County. A Differential Global Positioning System (DGPS) or equivalent <br /> shall be used to determine the horizontal position of the cutterhead. The horizontal <br /> positioning equipment shall maintain an accuracy of ±3 feet. The maximum cutterhead <br /> depth shall be measured by an appropriate depth measuring device. The cutterhead depth <br /> positioning device shall maintain a vertical accuracy of ±0 . 5 feet and have the ability to <br /> perform hourly or real-time tide corrections. The tide shall be measured using a tide staff <br /> or electronic gauge in the vicinity of the active borrow site, and the Contractor shall have <br /> the ability to retrieve the tide data on a real-time or hourly basis. The Project Engineer <br /> shall enforce these requirements during project construction under the terms and <br /> provisions of the Technical and Environmental Specifications and through compliance <br /> and enforcement provisions as stipulated by the Contract Documents . <br /> The Contractor is required to continuously operate the electronic positioning equipment <br /> and plot the position of the dredge cutterhead. The positioning equipment shall be <br /> installed on the dredge so as to monitor, as accurately as possible, the actual location of <br /> the cutterhead. A printout of the horizontal location of the cutterhead in State Plane <br /> coordinates and the cutterhead depth (corrected for tide elevation and referenced to <br /> NGVD and time) shall be maintained using an interval of 30 seconds for each printed <br /> position. Printed and electronic files of the position data (in ASCII format), position <br /> plots, the location of the master antenna on the dredge, and the distance and direction <br /> from the master antenna to the cutterhead shall be provided to the County as part of the <br /> daily report. <br /> Monitoring and Reporting <br /> The daily review process shall include continuous monitoring of the position of the <br /> dredge and cutterhead through the use of global positioning equipment and a tide <br /> adjusted depth measuring device. This data shall be reviewed by the on-board Dredge <br /> Operator on a continuous basis and reviewed by the Contractor and Site Representative <br /> daily. The Contractor shall be available to the Dredge Operator at all times in the event <br /> that a problem or difficulty arises with the dredge or dredging operation. <br /> The daily report shall include the location of the cutterhead in State Plane coordinates and <br /> the cutterhead depth, corrected for tide elevation and referenced to NGVD and time, <br /> taken at 30 second intervals. Additionally, the daily report shall include an assessment of <br /> the quality and volume of material being dredged. <br /> Remediation <br /> The Contractor is charged with ensuring the correct volume of material is placed within <br /> the beach fill template along the Sectors 1 and 2 shoreline and to guarantee that <br /> excavation shall not extend below the allowable depth, within the dredge exclusion <br /> area, or outside of the spatial (horizontal) limits of the borrow areas as detailed <br /> within the construction documents and the issued Permits .
