Tax Assessor Homer C. Fletcher introduced Mr. B. J. Mawhinney, Assistant Comptroller,and Mr. Billy Givens, Director of County Finance. Mr. Mawhinney stated that they have delivered to the Tax Assessor, approval of the recapitulation tables of the 1966 Tax Roll for Indian River County, and read a statement from Fred O. (Bud) Dickinson, Comptroller, in which he congratulated Mr. Fletcher for his compliance with the Order of the Supreme Court for 100%, full value property assessment. Commissioner Haffield moved that the Board reconvene. as a Board of Equalization on Monday, November 14,, 1966, at 8:30 o'clock A. M., and that the Notice of Reconvening be advertised. Motion was. seconded by Commissioner Waddell and unanimously carried. On Motion by Commissioner Macdonald, seconded by Commissioner Waddell, and unanimously carried, the following procedure was adopted for persons wishing to appear before the Board of Equalization: Before the Board will discuss the assessment of any particular piece of property, the owner should have discussed the tax assessment with the Tax Assessor. If he is still dissatisfied, he should file a formal', Petition to the Board of Equalization, in duplicate, with the Clerk. The Clerk will number the Petitions as they are filed and they will be considered in that order. Upon Motion by Commissioner Macdonald, seconded by Commissioner McCullers and unanimously carried, the Administrator was authorized to proceed with the placement of school bus stop shelters at the six (6) locations recommended by the Board -sof Public Instruction. Commissioner Waddell moved that the Beverage Department be notified that the. application of Maxine Coleman for a beer and.wine package sales only license, at 33rd Avenue and 43rd Street in Gifford, does conform to the Zoning Regulations of the County. Mr. Jennings reported that he has discussed the Minute Maid right- of-way proposal with the County Engineer and Administrator of St.. Lucie County and making all progress that they can at this time. Mr. Jennings presented a Petition, signed by ten property owners, dated October 18, 1966, requesting attention to a very bad drainage situation existing in the immediate vicinity of 45th Avenue and 18th OCT 19 1966 gobk 10 PAGE 21.
