Exhibit A <br />Scope of Engineering Services <br />Updating the Solid Waste Management Master Plan <br />Solid Waste Disposal District <br />Indian River County, Florida <br />BACKGROUND <br />A Solid Waste Master Plan was prepared and adopted by the Board of SWDD in 2001 which <br />detailed various alternatives for future management of solid waste in Indian River County. The <br />County has acquired additional real estate adjacent to the Landfill Facility for future solid waste <br />disposal area needs. The County has initiated the drainage and environmental permitting of the <br />additional properties and is in the process of obtaining the Environmental Resource Permit (ERP) <br />from the Florida Department of Environmental Protection (FDEP.) The County has requested to <br />update the adopted Master Plan based on the current conditions including an update of the solid <br />waste projections, update of the landfill properties development plan and an update of the Capital <br />Improvement Program (CIP) for continued efficient and effective solid waste management in <br />Indian River County. <br />Upon authorization from the County, the Consultant will prepare a written technical report (the <br />"Report") to update the Solid Waste Master Plan. The Consultant will use the existing <br />information from the Master Plan and update the population growth and solid waste generation <br />data and will utilize this data for updating the landfill planning, facility development and the CIP. <br />The updated landfill facility development plan will identify the future disposal cells and estimated <br />capacities, stormwater management areas, and other facility developments to meet the solid waste <br />management and disposal needs of the County. The Consultant will meet with SWDD project <br />management team including staff and the Utility Advisory Committee (UAC) on a monthly or <br />scheduled basis during the preparation of the Report to review the components of the draft report <br />and to receive input and review comments. The final Report, which is not anticipated to be more <br />than 100 pages, will be submitted to the SWDD within twenty (20) weeks of authorization to <br />proceed from the SWDD. The Solid Waste Management Plan Update will be prepared in <br />accordance with the following Tasks. <br />SCOPE OF SERVICES <br />The Consultant will provide the services identified in the following tasks to prepare to update the <br />solid Waste Management Master Plan: <br />1. Kickoff Meeting and Project Control Plan <br />2. Background Data Collection and Updating Planning Projections <br />3. Update of Landfill Facility Build -out Development Plan <br />4. Update of Capital Improvement Program <br />5. Report of Updated Solid Waste Master Plan <br />6. Project Progress Meetings & Presentations <br />3 <br />
