TASK 3 .0 - TITLE V PERMIT COMPLIANCE AND REPORTING <br /> Title V Permit No. 0610015 - 004-AV, which is the current permit as of the date of this work order, <br /> contains monitoring and reporting requirements related to the landfill gas collection and control <br /> system. CDM Smith will assist IRC SWDD, as described below, in fulfilling all air permit <br /> requirements and conditions within the required regulatory timeframes. <br /> Statement of Compliance <br /> CDM Smith will prepare and submit the annual Statement of Compliance for the IRC Landfill. This <br /> document mustbe submitted to FDEP within 60 days after the end of the calendar year, as required <br /> by Rule 62 - 213 .440 (3) (a) (2), F.A. C . <br /> Annual Operating Report <br /> CDM Smith will prepare and submit the Annual Operating Report for the IRC Landfill . This report <br /> must be submitted to FDEP on or before April 1 of each calendar year using the annual operating <br /> report form for an air pollutant emitting facility, as required by Rule 62 - 210. 370 (3), F.A. C. <br /> CDM Smith will estimate the annual emission rates of non-methane organic compounds and volatile <br /> organic compounds from the landfill gas to determine the IRC Landfill's status with regard to <br /> operation and reporting requirements of the active landfill gas collection and . control system under <br /> the New Source Performance Standards requirements. <br /> Annual Emissions Fee <br /> IRC SWDD is responsible for providing CDM Smith with the required fee. CDM Smith will submit the <br /> annual emissions fee documentation to FDEP between January 15 and March 1 using completed <br /> FDEP Form 62 - 213 .900 ( 1) , <br /> Visible Emissions Testine <br /> CDM Smith will contract with a certified observer to perform the annual visible emissions test in <br /> order to determine the opacity of the flare. CDM Smith will provide oversight of the annual visible <br /> emission testing of the flare, notify FDEP of the time and location of the test, and prepare and <br /> submit to FDEP a report of the test results. <br /> TASK 4. 0 - GENERAL TECHNICAL AND MISCELLANEOUS PERMIT COMPLIANCE ASSISTANCE <br /> CDM Smith will provide general technical and permit compliance assistance to IRC SWDD staff on <br /> an as needed basis. IRC SWDD staff is performing a number of the tasks required annually by the <br /> current FDEP landfill permits. CDM Smith will provide support as needed for the SWDD staff as they <br /> perform these tasks. <br /> General technical and permit compliance assistance tasks may include . <br /> ■ Reporting 'required by the Multi-Sector Generic Permit for stormwater discharge; <br /> ■ Quarterly monitoring and reporting of the landfill gas monitoring wells located at the IRC <br /> Landfill site boundary, as well as enclosed structures located on site; <br /> ■ Submittal of records of groundwater dewatering volumes to St. Johns River Water Management <br /> District in compliance with the consumptive use water permit; <br /> ■ Preparing agenda items for and attending IRC Board of County Commissioners meetings, <br /> ■ Developing annual IRC SWDD budgets, and <br /> ■ Miscellaneous permit renewals or technical support <br /> ■ Sampling and reporting for additional monitor wells, surface water, leachate, etc. <br /> A4 p1037.aocx <br />
