Mehta, P.E. <br />23 May 2014 <br />Page 2 <br />to assess CVOC plume centerline concentrations over time, and (iii) assess the impact of <br />biological and physical natural attenuation processes on CVOC plume degradation. <br />The on -Site IP&T system was installed to provide hydraulic containment of the high <br />concentration area of the dissolved groundwater plume in December 2002. A Remedial Action <br />Plan (RAP) was developed in July 2003, concurrent with the groundwater monitoring activities <br />and IP&T system operation. The RAP outlined a proposed remedy for the VOC-impacted area <br />of the Site, including (but not limited to), expansion of the existing IP&T system and <br />construction of an infiltration gallery for effluent re-injection, which was completed in 2004. <br />The infiltration gallery was retrofitted in 2008, in accordance with design specifications <br />described in the May 2007 RAP Modification document, and is currently being used as part of <br />the biobarrier transect 1 at the Site. The FDEP approved discontinuing the use of the IP&T <br />system in a letter dated 2 August 2006, provided the system shutdown coincided with the <br />approval and implementation of a Remedial Action Plan Modification (RAPM). A RAPM was <br />submitted in May 2007 and approved by FDEP in August 2007 Geosyntec discontinued IP&T <br />system operation and implemented the RAPM activities in April through June 2008. Since that <br />time, the air stripper has been kept on-site for treatment of purge water. However, the blower on <br />the air stripper is no longer functional and liquid waste generated during groundwater sampling <br />events is currently being containerized in 55 -gallon drums for offsite disposal so the system can <br />be dismantled. <br />PROPOSED SCOPE OF WORK <br />The proposed scope of work consists of semi-annual groundwater monitoring and reporting and <br />related activities to be performed on behalf of IRC SWDD at the Former South Gifford Road <br />Landfill. For the purpose of budgeting, the scope of work has been divided into the following <br />tasks: <br />• Task 1 — Project Management; <br />• Task 2 — Meetings/Regulatory Interaction; <br />• Task 3 — Annual Pollution Remediation Liabilities Evaluation; <br />• Task 4 — Semi -Annual Sampling Activities* <br />• Task 5 — Data Evaluation and Semi -Annual Reporting; and <br />• Task 6 — IP&T System Dismantling <br />The remainder of this section presents a general description of the activities to be performed in <br />each task. <br />XR14096\PR14027 20140523_REV <br />engineers 1 scientists 1 innovators <br />
