2 . Plans and specifications ( or work write - up ) including general <br /> requirements, site plans, materials specifications ; <br /> 3 . A form for describing the bidder' s experience and licenses ; <br /> 4 . Evidence of required insurance ; <br /> 5 . A price proposal form ; <br /> 6 . Requirements for complying with Section 3, minority and <br /> women ' s business enterprise provisions, lead hazard abatement and other <br /> requirements related to federal funding . <br /> E . Bid Solicitation <br /> When competitively bidding a project, the bid package must be sent to at least three <br /> qualified contractors, and bids must be received from at least two such contractors . <br /> F . Contract Awards and Contracts <br /> If competitively bid , contracts will be awarded by Developer based on Developer' s <br /> selection criteria . Copies of all proposals received and the executed contract will be <br /> submitted to Grantee electronically prior to the first draw . <br /> G . Construction Monitoring Inspections <br /> The Grantee ' s and Developer' s roles and responsibilities are as follows : <br /> 1 . Developer is responsible for monitoring the quality, completeness and <br /> conformity to specifications of all work performed by third party contractors, and -4 <br /> Developer is also the general contractor- 41 work performed by Developer' s personnel <br /> or subcontractors ; <br /> 2 . Grantee may approve reimbursement requests or deny all or a portion of a <br /> reimbursement request for cause . <br /> H . Construction Reimbursements <br /> Construction reimbursement requests will be presented to Grantee on a form <br /> acceptable to County along with lien waivers and any other related attachments . <br /> Construction reimbursement requests may include requests for reimbursement of soft <br /> costs in the approved Project Budget, up to the aggregate total amount of the line item <br /> budget amounts for construction and soft costs . See Section VIII for additional <br /> requirements for reimbursement of NSP3 funds . Grantee is responsible for reviewing, <br /> approving and processing reimbursement requests in a timely manner . <br /> I . Change Orders <br /> 11 <br />
