SECTION 00300 <br /> BID FORM <br /> ( Based Upon EJCDC No . 0 -700 , 2002 Ed . ) <br /> PROJECT IDENTIFICATION : Floating Mat System for the Spoonbill Marsh Wetland Facility <br /> Indian River County Bid # 2011029 <br /> PROJECT DESCRIPTION : <br /> CONTRACTOR shall complete all work as specified or indicated in the Contract Documents . The <br /> work is generally described as follows which shall include , but is not necessarily limited to the <br /> following : <br /> The Contractor will furnish and install a Floating Mat System ( FMS ) a . k . a . <br /> floating plant mat and all plant material as required by Indian River County <br /> and as depicted in the Contract Specifications , Engineering Plans and <br /> Details . The Contractor will provide an Implementation Plan that maximizes <br /> the treatment efficiency of the FMS , and provide sufficient quantity at <br /> strategic locations , in order to achieve a demonstrable net environmental <br /> benefit as defined in Permit FL166511 -002 - IW5A . At a minimum the FMS will <br /> be located at the main points of ingress and egress to each of the major <br /> runnels . <br /> DESCRIPTION OF WORK RESPONSIBLITIES <br /> a . A FMS shall consist of buoyant marine foam of a heavy duty commercial grade <br /> material that will provide sufficient floatation to support planted aquatic vegetation <br /> and wildlife without capsizing or sinking . The buoyant marine foam shall have a <br /> high surface area to volume ratio in order to enhance periphyton and biofilm <br /> growth that will facilitate nutrient removal and improve water quality in a <br /> constructed wetland . Contractor shall provide nitrogen and phosphorus efficiency <br /> removal data for the system to be provided . <br /> b . The Contractor shall install 20 , 000 square feet of effective surface area of FMS . <br /> Mats are to be deployed at up to 40 specified locations with the initial planting <br /> sufficient to provide 80 % aerial coverage of mat surface area within 6 months . The <br /> plants to be installed within the mats shall be halophyte , native to Indian River <br /> County , Florida . The planting density shall be consistent with the buoyant marine <br /> foam being used . <br /> C , The Contractor will install the mats at specified locations and secure them in place <br /> with anchors and tethering straps or ropes . The FMS must demonstrate the <br /> proven ability to withstand marine conditions including anticipated wave action <br /> generated by high winds over the longest fetch in the system . <br /> d . Planting work will be considered complete when the Bidder demonstrates that <br /> eighty percent ( 80 % ) of the plant material installed on the project site has survived <br /> for six months or 180 consecutive days . Bidder must replace dead plant material <br /> within fourteen days after being notified by the County that the plant material is <br /> unacceptable . The Contractor shall maintain or sustain the FMS and the plants for <br /> a period of not less than one year upon acceptance by the Owner. <br /> e . The Contractor will provide one year maintenance with follow- up visits by trained <br /> 00300 - 1 <br />
