that will provide sufficient floatation to support planted aquatic vegetation and <br /> wildlife without capsizing or sinking . The buoyant marine foam shall have a high <br /> surface area to volume ratio in order to enhance periphyton and biofilm growth that <br /> will facilitate nutrient removal and improve water quality in a constructed wetland . <br /> Contractor shall provide nitrogen and phosphorus efficiency removal data for the <br /> system to be provided . <br /> b . The Contractor shall install 20 , 000 square feet of effective surface area of Floating <br /> Mat System . Mats are to be deployed at up to 40 specified locations with the initial <br /> planting sufficient to provide 80 % aerial coverage of surface mat area within 6 <br /> months . The plants to be installed within the mats shall be halophyte , native to <br /> Indian River County , Florida . The planting density shall be consistent with the <br /> buoyant marine foam being used . The defined estimated quantity is a maximum and <br /> is subject to be increased or decreased based on the unit price bid . <br /> c . The Contractor will install the mats at specified locations and secure them in place <br /> with anchors and tethering straps or ropes . The FMS must demonstrate the proven <br /> ability to withstand marine conditions including anticipated wave action generated <br /> by high winds over the longest fetch in the system . <br /> d . Planting work will be considered complete when the Bidder demonstrates that <br /> eighty percent of the plant material installed on the project site has survived for six <br /> months or 180 consecutive days . Bidder must replace dead plant material within <br /> fourteen days after being notified by the County that the plant material is <br /> unacceptable . <br /> e . The Contractor will provide one year maintenance with follow- up visits by trained <br /> personnel at least once a month for the first year following installation to assess <br /> growth rates and conditions of the mats . A progress report ( electronic format) will <br /> be submitted each month describing mat and plant conditions . <br /> f. The Contractor will provide all required means necessary to obtain , transport, and <br /> install the fabricated mats and the plant material on the project site as listed in the <br /> Plans and Details - 10200 . <br /> h . The Contractor is responsible for following traffic routing patterns , for accessing the <br /> work area without damage to any areas of the site that are outside the boundaries of <br /> the constructed ponds , wetlands , and /or runnels as shown by the construction <br /> plans , for removal of litter, containers , equipment, or any other item brought onto <br /> the project site ( excluding the plant material ) by the Plant Contractor, for locking the <br /> main gate onto the project site after entering or leaving the site , and for coordinating <br /> all planting activities with the Department of Utility Services . <br /> i . The Contractor will report all fuel , or chemical spills on the project site or in the <br /> areas adjacent to the project site immediately to the County . The Plant Contractor <br /> will be responsible for all remediation work necessary to clean up any fuel or <br /> chemical spills . <br /> j . The Contractor will not store or stockpile any equipment or construction materials <br /> including plant material on or adjacent to the project site without prior written <br /> approval from the County . <br /> 00530 -2 <br />
