The construction progress schedule required under Section 0 1311 shall reflect the <br /> conditions presented in this section . <br /> 1 . 03 DEFINITIONS AND TERMS <br /> A . Plant Operational Constraints : The constraints to performance of the work required <br /> because of plant operations which must be maintained at all times are identified in this <br /> section . Cumulative plant operational constraints which substantially delay the <br /> Contractor beyond the constraints identified in this section shall be treated as excusable <br /> delays . These constraints shall be included in the Contractor' s progress schedule . <br /> B . Construction Scheduling Constraints : The constraints to performance of the work <br /> required because of special sequencing with other parts of the work, calendar time <br /> constraints and special testing, commissioning and work procedures are identified in this <br /> Section . These constraints are in addition to the standard procedural constraints such as <br /> shop drawings , testing, commissioning, training, etc and the above plant operational <br /> constraints . These constraints shall be included in the Contractor' s progress schedule . <br /> C . A shutdown is defined as that period of time during which a normal function and activity <br /> of the water treatment plant cannot take place . Prior to any shutdown , the Contractor <br /> must have sought and received written permission from the OWNER that the proposed <br /> shutdown is acceptable . Prior to granting permission, the OWNER will review the <br /> detailed shutdown plan prepared by the Contractor that includes a shutdown schedule , <br /> planned sequence of work, milestones and projected times of completions of activities , <br /> any anticipated problems , Contractor' s supervisory personnel , actions desired of the <br /> OWNER and Engineer' s staff, and contingency plans . The shutdown plan must be <br /> submitted in sufficient time for the OWNER ' S review , consideration , and coordination <br /> with the OWNERS operations staff. This shall be a minimum of 21 days prior to the <br /> proposed shutdown . Allow sufficient time for review and resubmittal of the shutdown <br /> plan until acceptable to the OWNER . An acceptable shutdown plan prepared by the <br /> Contractor is fully descriptive of the work and in compliance with the Contract <br /> Documents . <br /> D . Operational : To be considered operational, an existing facility or facility component must <br /> be functional in all manners intended for its use, at its rated capacity . For a new facility to <br /> be considered operational , it must be installed, tested, and if required by the Contract, <br /> OWNER personnel must be trained in the facilities operation and maintenance . <br /> E . Special Conditions : Certain special conditions , if any , related to performance of the work <br /> are identified in this section . If they affect the scheduling of the work, they shall be <br /> I <br /> ncluded in the Contractor' s progress schedule . <br /> 1 . 04 SUBMITTALS <br /> A .
