ORDINANCE NO. 87-19 <br />The existing transportation system, including bridges connecting <br />the mainland and the barrier island, needs to be upgraded. The <br />municipal airports do not currently provide large-scale passenger <br />or freight carrier services. <br />Land in the County is expensive, relative to other areas in <br />Florida, causing the cost of development to also be expensive. <br />Relationshi2 to the Land Use Plan <br />The land use plan designates specific areas in the County where <br />future commercial and industrial development may occur. These <br />areas include mixed use areas, a commercial corridor along a <br />portion of U.S. 1, and clustered areas around major intersections <br />designated as nodes on the Land Use Element. This node concept <br />was formulated to avoid the establishment of strip commercial <br />development along arterial streets and to prevent incompatible <br />land uses from locating next to each other. <br />Any business or industry who wishes to locate in Indian River <br />County will be required to locate within a node, mixed-use <br />district, or designated. commercial or industrial area. The nodal <br />areas on the Land Use Plan which have been designated for com- <br />mercial and industrial use provide, enough available land to meet <br />the projected demand for nonresidential land for the 20 year life <br />of the Comprehensive Plan. The nodes were located in. order to <br />maintain existing areas of commercial and industrial development, <br />and provide additional areas for new development which have direct <br />access to the transportation system. The nodes were also located <br />in order to avoid undue encroachment into primarily residential <br />areas. <br />GOALS, OBJECTIVES, AND STRATEGIES <br />Based on the potentials and constraints for economic development <br />in Indian River County, a set of economic goals and objectives has <br />been prepared for the County. In order to reach these established <br />goals, a set of strategies/policies accompany each objective. The <br />attached matrix also identifies the agency responsible for imple- <br />mentation of each objective, indicates which strategies are in the <br />process of being implemented, and assigns a priority to each <br />strategy. <br />1. GOAL. Lower the County's Unemployment Rate <br />Objectives: <br />1.1 Provide additional employment opportunities for <br />persons presently living in Indian River County. <br />1.2 Alleviate the seasonal fluctuation of the County's <br />unemployment rate. <br />1.3 Provide employment opportunities for the County's <br />young people. <br />1.4 Provide opportunities for industrial growth and <br />expansion. <br />1.5 Provide incentives to new and existing businesses. <br />1.6 Utilize the resources of existing industries. <br />
