ORDINANCE NO. 87- 19 <br />Strategies/Policies: <br />1.1.1 Encourage the expansion of existing businesses and <br />attraction of new industries and businesses, including <br />"high-tech" industries. <br />1.2.1 Seek businesses whose seasons complement the seasons <br />of the citrus industry, such as agri-business and <br />research and development corporations. <br />1.3.1 Encourage new and existing businesses to participate <br />in summer youth programs. <br />1.3.2 Promote the growth of business which will provide <br />skilled and semi -skilled jobs with salaries higher <br />than minimum wages. <br />1.491 Focus the County's industrial expansion efforts on <br />attracting and expanding clean,, small-scale light <br />manufacturing concerns. <br />1.5.1 Spread the payment of impact fees over several years. <br />1.5.2 Provide adequate infrastructure to areas designated <br />for commercial and industrial development on the Land <br />Use Plan. <br />1.5.3 Issue Industrial Development Bonds for new industries. <br />1.5.4 Rebate capital costs to firms which pay initial <br />utility line extension as new customers tap on. <br />1.6.1 Utilize existing industries as a magnet to attract new <br />development, including support businesses for <br />industries located in Indian River and surrounding <br />counties. <br />2. GOAL: Improve Educational Opportunities for the Citizens of <br />Indian River County <br />Objectives: <br />2.1 Promote the development of post -secondary educational <br />and research facilities in the County. <br />2.2 Determine what type of vocational training is needed <br />to support the needs of new and existing businesses <br />and industries. <br />2.3 Inform existing and potential businesses of available <br />employment training assistance. <br />2.4 Provide training opportunities for unskilled and <br />semi -skilled workers in the County. <br />2.5 Provide better notification of available jobs. <br />2.6 Maximize the educational opportunities available to <br />County citizens. <br />
