ORDINANCE NO. 87- 19 <br />Strategies/Policies: <br />2.1.1 Encourage the expansion of the local branch of Indian <br />River Community College and attract a branch of a <br />four-year college or university to the County. <br />2.2.1 Survey local industries to determine what type of <br />training is needed. <br />2.3.1. Give employment related presentations. <br />2.4.1 Promote expansion of vocational education programs in <br />the County. <br />2.5.1. Hold job seminars on a regular basis throughout the <br />County. <br />2.6.1 Utilize existing federal, state, and local programs <br />(e.g. Treasure Coast Job Training Center). <br />GOAL: Maintain an Adequate Transportation System Which Can <br />Efficiently and Effectively Move People and Goods <br />Within and Through the County <br />Objectives. <br />3.1 Maintain level -of -service "C" on an annual basis and <br />level -of -service "D" during the peak season on the <br />County's system of roads and bridges and maintain a <br />system of sidewalks and bikepaths. <br />3.2 Ensure expansion and better utilization of the Vero <br />Beach and Sebastian Municipal Airports. <br />3.3 Examine the possibility of providing alternate forms <br />of transportation. <br />3.4 Support the County's long-range transportation plan. <br />Strategies/Policies: <br />3.1.1 Charge equitable impact fees on all new development to <br />assure that resources will be available to expand the <br />transportation system to meet the demands of new <br />development in the County. <br />3.2.1 Encourage the acquisition of property surrounding the <br />airport to provide for future expansion of runways to <br />attract major commercial service. <br />3.2.2 Ensure that only land uses compatible with the airport <br />are located adjacent to it. <br />3.2.3 Protect the airspace from encroachment by high <br />structures. <br />3.3.1 Encourage car and van pooling and employer -based <br />transportation services. <br />3.3.2 Conduct a feasibility study of the provision of other <br />types of mass transit. <br />GOAL: Improve the Community's Perception of Economic <br />Development Programs <br />Objectives: <br />4.1 Support the Economic Development Council. <br />4.2 Promote press and other media cooperation. <br />
