ORDINANCE NO. 87- 19 <br />4.3 Assure the community that economic development <br />programs will reflect community goals and preserve the <br />present quality of life. <br />4.4 Provide information to businesses and industries inte- <br />rested in locating in Indian River County. <br />Strategies/Policies: <br />4.1.1 Support the development and implementation of economic <br />development programs. <br />4.3.1 Provide.speakers to educate private citizens, service <br />organizations, and special interest groups about the <br />County's economic development positions and strategies. <br />4.4.1 Prepare an information base about Indian River County, <br />including items such as land available for develop- <br />ment, availability of utilities, and demographic <br />information. <br />4.4.2 Maintain and update the information base as conditions <br />change. <br />5. GOAL: Ensure that the County's Land Development Regulations <br />Do Not Severely Discourage Economic Development <br />Activity. <br />Objectives. <br />5.1 Review and evaluate the County's land development <br />regulations. <br />5.2 Ensure that the commercial and industrial nodes on the <br />Land Use Plan are large enough and located to provide <br />for future growth. <br />5.3 Ensure that impact fees are reasonable and equitable <br />compared to the impact that new commercial development <br />will have on the County's roadways and water and waste- <br />water systems. <br />Strategies/Policies. <br />5.1.1 Consider increasing the allowable building height in <br />several zoning districts to allow greater flexibility <br />in site design. <br />5.2.1 Reevaluate the industrial and commercial nodes on the <br />Land Use Plan once per year. <br />5.3.1 Compare impact fees to neighboring counties. <br />5.3.2 Consider spreading fee collection. <br />6. GOAL: Provide Water and Wastewater Facilities for All New <br />Development in the County <br />Objective: <br />6.1 Upgrade the County's water and wastewater systems, <br />allowing for adequate capacity for future growth. <br />Strategies/Policies: <br />6.1.1 Adopt the recently completed long-range water and <br />wastewater master plans and twenty-year capital <br />improvement programs. <br />6.1.2 Provide for impact fees. <br />
