Human Services <br />The county provides funds for general health care, including <br />mental health services and welfare services. These services among <br />and others encompass the Human Services category. Table 13.5 <br />indicates that over $275 5.4 million were spent on these services <br />in fiscal year 1989-98 1991-92. <br />Culture/Recreation <br />Indian River County operates and maintains a number of beach <br />-accesses, recreation areas and library facilities. These expenses <br />are for personal services, operating expenditures and capital <br />outlay. The county spent approximately $774 5.4 million in fiscal <br />year 1989-98 1991-92 on providing cultural/recreational services <br />for its residents. <br />Debt Service <br />Debt service rs consists of interest and payments made by the <br />county on its debt. As Table 13.5 indicates, in fiscal year 1989- <br />98 1991-92, the total county total debt service was over $378 5.6 <br />million. This figure includes principal retirement, interest and <br />other miscellaneous debt service. <br />Enterprise Funds <br />Table 13.5 identifies historic expenditures for the potable, <br />sanitary sewer, solid waste and other miscellaneous enterprise <br />funds for fiscal years 1985-86 through 1989-96 1991-92. Table 13.5 <br />also includes operating expenses and other miscellaneous expenses. <br />In fiscal year 1989-98 1991-92, the county's combined enterprise <br />funds had a total expenditure of approximately $1478 19.3 million. <br />Existing Outstanding Debt <br />In order to provide needed capital facilities, the county in the <br />past has utilized bonded indebtedness as a funding mechanism. <br />Table 13.7 summarizes the various existing long-term debt of the <br />county as of September, 1991 1993. <br />Table 13.7 lists the debt by issue, the initial amount, the amount <br />remaining, the average interest rate, the final maturity, the bond <br />life remaining, the bond rating and the security pledge. <br />According to Table 13.7, the county has issued revenue supported <br />bonds such as water and sewer revenue bonds, water--end--sewer <br />assessment bond , solid waste assessment bonds, recreation revenue <br />
